"These negotiations are hard because TriMet is at a pivotal point – we have no choice but to get our benefit costs aligned. As nice as I’d like to be to TriMet employees – I can’t lead TriMet down a pathway of $10 million in additional service cuts in FY 12, and $30 million in FY 13, with more to follow every year – if we don’t get our house in order. That would mean literally hundreds of layoffs."

This may be true, and I believe that it is, however, "forcing" the issue by making decrees that everyone has to follow is not the correct process to follow. How can Mr McFarlane say he cares about his union employees but then throws the entire process in which to negotiate with his employees out the window?
Mr. McFarlane, it’s about ethics, process, and methodology!
How can you, with a straight face, tell us that waiting for an arbitrator to decide which side is closer to the truth will “ruin” our agency, which hopefully we all care about?
You have no problem finding money for your beloved projects, like light rail, safety committees, etc, but you have nothing but problems coming up with the funds to follow the process that all the general managers  of Trimet have honored until you took over?

ATU TREASURER SAYS MCFARLANE IS A LIAR


During my time as your financial secretary/treasurer, I have never written about the general manager of any property who’s member ship this union represents. It is my hope that this fact will lend some credence to the gravity of what I am about to write to you.

Trimet’s general manager, Neil McFarlane, is consciously and continually lying. He’s lying to the public, he’s lying to the media, and he is lying to this membership.

During a recent meeting, McFarlane, Beth de Hamel (Trimet’s CFO) Ron Heinzman, Jon Hunt, Sam Schwarz and 757 arbitration attorney, Mike Tedesco, I asked Neil McFarlane “if we had not filed the ULP and were still waiting on the original contract binding arbitration, would you be implementing this new insurance structure on our members?”
He responded “No I wouldn’t be”.

I followed up by stating, “based on the time-lines that (attorney) Mike just gave us our case wouldn’t have even been heard by an arbitrator before January and then the arbitrator would have the case for months.”

Mr. McFarlane did not disagree with this statement. In absolute contradiction to this verbal exchange, McFarlane wrote in an article posted on Trinet December 8 2010 “although I am disappointed with the unions unfair labor practice (ULP) is blocking the arbitration and preventing us from resolving the underlining issues of salary and benefits, we would have frozen wages and benefits…regardless of whether the ATU had filed the ULP.”

Really Mr. McFarlane? Because that is not what me and five other people heard in that room that day.

Neil McFarlane and Beth de Hamel will be a facing a judge and court reporter in 3rd party unfair labor practice proceedings in the coming months. Because of the statements that were made in that room during that meeting, McFarlane and De Hammel will have to either perjure themselves or admit that Trimet committed and unfair labor practice and that McFarlane made false statements in his recent articles and statements to the media and this membership.

Personally my respect for Beth de Hamel will ride solely on her testimony. She’s not out there writing BS like McFarlane but she will definitely have a decision to make when she gets in front of a judge and court reporter.

The sole reason I got involved with the union was because of my passionate stance against dishonesty and abuse of power.

Corporate dishonesty and abuse of power turns my stomach…and right now, Neil McFarlane turns my stomach! For me, this is personal, and you should be taking it the same way. He has essentially gone on record and printed a statement that conveniently avoids THE FACT that I asked that question and he responded the way he did. He has since gone on and glossed over that contradiction with lies, while conveniently implementing a new insurance policy that pulls YOUR PAYCHECKS.
 How personal can things get?

TRIMET NEWS REPORTS FULL STATEMENT HERE!

As we begin preparation of next year's budget, I wish I could paint a picture of restoration of service and growth, but I cannot. When you look at the projections, it appears now that it will be another four - five years before we reach pre-recession levels of employment in our region. That's news none of us wants to hear.
Translation-We are fucked!

Although the FY12 budget plan does not currently include any major service cuts or across-the-board cuts, we will keep a close eye on economic trends and must be prepared to make adjustments if necessary. The budget also assumes a sustainable health care benefit structure as reflected in TriMet's union contract proposal. If these benefit changes are not made, we are looking at another $10 million in cuts in the coming fiscal year.
This "status quo" budget means any proposed new expenditures or areas where services may need to be restored must come from reallocation of existing funds. When making these final budget decisions, I will keep four priorities in mind:

*       Implementing the Safety and Service Excellence Task Force and K&J Assessment
        Recommendations. Work is already under way to begin implementation of a bus operator recertification program this year and suggestions for additional safety investments are at the top of my list.  
*       Purchasing new buses to reduce the age of the bus fleet. Even though the ballot measure failed, we still need to replace part of our seriously out-of-date fleet.  In the coming fiscal year, we will receive 55 grant-funded buses and then plan to purchase 40 buses per year with payroll tax backed bonds.
*       Advancing work on the Portland Milwaukie Light Rail Line (PMLR). Although no TriMet dollars will be allocated to PMLR until 2013, the federally funded work needs to continue to ensure a 2015 completion.
*       Providing a sustainable healthcare benefit structure. Health care reform is both a national and local issue. With TriMet's health care costs increasing eight percent per year, it is essential we find a way to provide high quality coverage that aligns with other public agencies and strikes the appropriate levels of cost-sharing between TriMet and employees, and our retirees.

TRANSLATION-we are fucked so bad it might be time to start looking for work waiting tables or delivering pizza's, two distinctly American career growth opportunities. 

This is good news?

Like the push to convince the public that our national debt is the fault of a few politicians’ pet earmarks—expenditures that grab attention easily, but that make up a laughably small portion of the spending we actually need to cut—blaming unions for unemployment is a brilliant stroke of political jujitsu, because it appeals to the very people that would naturally be allies of organized labor: the working class.

What can Trimet learn from this?

As for expenses, it cost $2.1 billion more to run the mass transit system in 2010 than it did in 2005 including inflation--that's a 23 percent increase over 2005 levels. While many are quick to say that labor costs are the culprit, the reality is that other costs are rising much more quickly. Labor costs have increased 16 percent since 2005, but non-labor costs have increased at twice that rate. Particularly troublesome for the MTA is the cost of past borrowing, the payments for which have increased by 54 percent since 2005.

COMMENTS NOW ACTIVE AT A TRIMET EXPRESS LINE SUBJECT

Teams have been formed and a work plan developed to implement the recommendations of the General Manager’s Safety & Service Excellence Task Force. Critical to work plan implementation is gathering employee input.  Collecting this input has already begun with “close calls”.  Denis Van Dyke, interim director of operations support, visited Beaverton and Clackamas Town Center transit centers, and the Center St report area this past week. Accompanied by trainers and field operations supervisors, he spoke with several dozen operators about better ways to identify--and do something about--locations prone to "close calls."

Denis said, "This was a really positive and valuable experience. A lot of people wanted to jump right in to talking about specific locations, but we also heard support for the concept of a better flow of information about close calls. One idea we're considering is a button that operators could push to indicate their willingness to report close call locations. With that kind of data," he says, "We could do a better job of identifying hot spots and sharing that information with employees in the field."

For the next couple of weeks, the comments section in this Express Line item will host an employee discussion of this question. To participate, click the "read comments" link in this item. In the coming months, other Task Force implementation teams will visit work areas to gather input on other safety related topics.  The data will be analyzed to determine locations where we’re seeing high numbers of reports and then what resources we’re deploying to deal with the reports.  Watch for fliers.

CONTESTING THE ATU INTERNATIONAL ELECTION

Although I was not at the union meeting, I have gotten plenty of feedback from folks that were there.
And EVERY SINGLE person I have talked to at work has been appalled that our union is picking a fight with the international right now.


The vote was 372 for Hanley and 272 for Heinzman.  Is it reasonable to assume that all or most of those 372 Hanley supporters were corrupted therefore their vote should be disputed?

When Ron Heinzman is asking for our money to support his appeal but then doesn’t make it a top priority to show up at our meeting is that something that should be supported?

With all the other locals is it reasonable that our local be the one that puts its name on the lawsuit given the fact that Jon Hunt and Ron Heinzman have a long history together?

East coast vs. west coast is how this dispute is being portrayed,   Should we get involved in something so trite?

When so many forces are gathering steam to attack and destroy union labor do we really want to engage in a fight with ourselves right now?

Survey: 61 Percent Support Higher Taxes on the Rich

A new survey from CBS News’ 60 Minutes shows a vast majority of Americans support raising taxes on the wealthy or cutting military spending to help balance the national budget. In the survey, 61 percent of respondents said they preferred new taxes on the rich, 20 percent backed cuts to military spending, four percent said they would cut Medicare, and just three percent said they would cut Social Security.

Union & State Workers Come Under Increasing Attack

Jerry Brown was sworn in as California’s new governor on Monday. In his inaugural speech, Brown said he would he oversee a review that could result in government workers losing some of their benefits and pensions.
Jerry Brown: "The budget I present next week will be painful, but it will be an honest budget. The items of spending will be matched with available tax revenues, and specific proposals will be offered to realign key functions that are currently spread between state and local government in ways that are complex, confusing and inefficient. My goal is to achieve greater accountability and reduce the historic shifting of responsibility back and forth from one level of government to another. The plan represents my best understanding of our real dilemmas and possibilities. It’s a tough budget for tough times."
In New York, the state’s new governor Andrew Cuomo is preparing to call for a one-year salary freeze for state workers. The moves by Jerry Brown and Andrew Cuomo are seen as part of a growing push across the country to limit the power of labor unions, particularly those representing government workers. The New York Times reports Republican lawmakers in Indiana, Maine, Missouri and seven other states plan to introduce legislation that would bar private-sector unions from forcing workers they represent to pay dues or fees, reducing the flow of funds into union treasuries. In Ohio, the new Republican governor John Kasich wants to ban strikes by public school teachers. Wisconsin’s new governor Scott Walker is threatening to take away government workers’ right to form unions and bargain contracts.

Due to a track issue at Beaverton Transit Center, MAX Red Line trains are only operating between the airport and Galleria/SW 10th and Library/SW 9th stations. Riders traveling to the airport from Beaverton should catch a Blue Line train and transfer to a Red Line train at Gateway Transit Center. Riders traveling to Beaverton should take a Blue Line train.

The problem with all of these "free market" analysis is the fact that they fail to bring into the discussion the enormous obscene wealth that has been consolidated in the hands of the few. There is plenty of capital floating in the world to pay all the salaries, benefits, and pensions of all the government workers, but the elite refuses to give up its "private holdings" so support anyone but their own clans and cronies. Fools that the civilian population are, don't get it. The Daily Bell is one of the credible free market publications and many of their points in this discussion hold water.

Part Time operators benefits cost = $16,123.56 for the year.

Full time operators benefits cost=$18, 580.68 for the year.

In 2009 it cost Trimet  $2457 less for a part time than a full time employee in in benefit costs, but the part time employee is expected to pay more for his/her health care!
