Sounds like a good idea and a good compromise....
Leibenguth said such a system could be either "opt-out," which would give students the free pass unless they turned it down, or "opt-in," which would let students sign up for it.
Don't you want to encourage people to ride transit?
And in any case, reading that site it sounds like it's still cheaper than the school bus fleets that most schools have to provide: http://portlandafoot.org/w/YouthPass

Actually I don't see why students need a free pass.
I say as a compromise, offer a free pass to any student who qualifies for the federal free lunch program.
Else - pay up.
