Not your job

An operator has called dispatch to complain that he is seeing bus transfers "with too much time on them".
(Better too much than too little IMO)

Well, if you board a #12 bus in Gresham at 4:34 PM, your bus trip ends in Sherwood at 7:06 PM.

Per TriMet Code 19.25(G), Bus transfers shall be issued to be valid for one hour past the scheduled end of the trip time for the bus on weekdays, two hours on weekends. The end of the trip is generally the Mall in Downtown Portland, a transit center, or the end of the line.. Therefore, that bus transfer shall not expire prior to 8:06 PM. Since transfers are printed in 30 minute increments, that transfer shall be valid until 8:30 PM, or a full FOUR HOURS after the fare was purchased.

On the flip side, one who buys a fare on the #53 bus at Allen and King in Beaverton at 4:40 PM would be at the end of the line at Beaverton TC at 4:53 PM, and therefore that rider's transfer would expire at 6:00 PM, or less than one hour thirty minutes later.

You're forgetting about the "the Mall in Downtown Portland, a transit center" portion. But, honestly, I do think its ambiguous what time transfers should expire.
