I totally understand the bus driver's annoyance and frustration. Parents simply don't discipline their kids these days. I can't go anywhere without some kid screaming in my ear. Even the library's no longer a quiet retreat. Sometimes I wish they would set up neighborhoods, stores and restaurants for families only and then some where little kids are not allowed. Why not, we have them for the older folks?
You know, my one-year old daughter was with me in a public place (a library, actually), last week.
She was a bit tired and got cranky and started crying.
What did I do? I immediately took her outside. She calmed down right away.
It can be a sign of discipline, but clearly something isn't right. A baby/toddler shouldn't be screaming loudly for a half hour on a bus between Beaverton and Hillsboro. The mother should have responded and did something about it - give the baby some tylenol if it was in pain; give it a bottle or juice or something to snack on if it were hungry or thirsty. It isn't as though the 57 bus passes through the middle of nowhere (i.e. the 84 bus) where there was no where to obtain said items in a pinch - there was at least one Fred Meyer store, one Target, several Walgreens, a Kmart, and who knows how many grocery stores on the route, all of which are open until at least 10:00 or 11:00 PM at night (not to mention the 7-Elevens and convenience stores that are open 24/7 as some Walgreens stores are.)

How is a crying baby a lack of discipline? That's just nuts. Absolutely nuts.
If a baby/toddler is crying, something is wrong.
