Don't see the word transit anywhere in the definition of capital project.

I don't know, that's pretty much dead on for the TriMet Way.
TriMet Way = Empire Building.
Once your empire is built, why bother actually doing anything with it.
Ironically - this is exactly the story of the railroads from the 1860s until the 1970s. Build as much as you can just to keep the competition out, damned be safety regulations, good quality track and so on. And today, a lot of the rail proponents decry how many miles of track have been abandoned - while ignoring that most of that track made no sense at all. Today's freight railroad environment makes sense because it is ONLY the truly high capacity, high traffic routes that remain. And our trucking industry today is far better, far cleaner, far safer than ever.
Yet...TriMet...is like the railroads of before. Build it fast, keep the competition out, then let the riders suffer. All that matters is how much we have - not the quality of it.
