This is the second incident where publicity about riders who seem to think the transit system exists for their amusement, has lead to their arrest and public humiliation.
Trimet management should be congratulated on putting these thugs out in the public domain.

Offshoring American Jobs:An Ongoing Economic Catastrophe

This is what Americans were told some time ago when good manufacturing jobs were offshored (largely courtesy of the National Association of Manufacturers).
We were told that we were entering a new economy that had nothing to do with manufacturing. The offshoring was part of the "maturation of our economy." And so we were handed a promissory note that read as follows:
"Dear American: We don't like unions or high-paying union jobs, so we're sending manufacturing jobs offshore. We're not going to support the communities that this will disastrously impact when all those jobs are lost. We're going to do little or nothing to retrain the individuals who have lost those jobs due to offshoring. But don't worry. The stock market will do better, and trickle-down theory tells us that someday, somehow, good jobs, different jobs, will come back to America.

According to Forbes magazine, Walker’s camp is drafting legislation that would allow for a takeover of local municipalities that fail a financial stress test. Walker could then appoint emergency managers empowered to cancel union contracts, dismiss elected officials and school board members, and take control of entire cities and towns. Walker would also have unchecked authority to cancel government services, including safety net assistance. A high-powered Wisconsin law firm is said to be drafting the plan. The plan would mirror a law enacted in Michigan last month.

We have been informed by reliable sources that the tyrants who are currently running Trimet Transit District and have been blaming operators when careless passengers injure themselves by stupidly walking into an wheelchair lift that is in operation, are now conceding that the carelessness and stupidity of the public is not the fault of the operator after all!

This after they have tyrannically punished numerous operators for accidents when the bus is not even moving!

It's unbelievable! It's incredible! Can Trimet management actually be using logic and reason? Are they finally waking up to the fact that NOT EVERY SINGLE THING THAT HAPPENS IN THE BUS IS THE OPERATORS FAULT!

The Pouch SOP Book can now be found in the pouch for every bus run. If your pouch does not contain a copy of the Pouch SOP Book, please notify a station agent.
What is in the Pouch SOP Book? This is a full copy of the current Bus Operator SOP Manual that has been sized to fit in the pouch. Every Bus Operator SOP is in the book. It is meant to provide a reference to operators in the field when needed.  The SOPs in the Pouch SOP Book are up to date as of the publication date on the cover.
What is not in the Pouch SOP Book? Like the standard-sized Bus Operator SOP Manual, the Pouch SOP book will not be the place for general advice, insights or history. Nor will it replace official documents such as the Working & Wage Agreement or the Human Resources Manual.
When will these SOPs go into effect?All the procedures in the Pouch SOP Book are currently in effect. This is a full copy of the current Bus Operator SOP Manual and is for reference by operators in the field.  The SOPs in the Pouch SOP Book are up to date as of the publication date on the cover.
There may be changes to SOPs prior to the next publication and distribution of the Pouch SOP book. Changes to SOPs are announced via Operator Notice and the most current version of SOPs are maintained on TriNet and in the Bus Operator SOP Manual reference copies maintained at each garage by the Office Assistants (OAs).  TriMet expects operators to read and follow all policies and procedures that apply to them.

Walker Admits No Fiscal Benefit to Anti-Union Provision

Wisconsin Gov. Scott Walker visited Capitol Hill Thursday for an appearance before the House Oversight Committee. Under questioning from Rep. Dennis Kucinich of Ohio, Walker admitted a key provision curbing union rights had no fiscal benefit.
Rep. Dennis Kucinich: "Can you please explain to me and members of this committee how much money this provision saves for your state budget?"
Gov. Scott Walker: "That and a number of other provisions we put in because if you’re going to ask, if you’re going to put in place a change like that, we wanted to make sure that we protected the workers of our state, so that they had a right to know what kind of value they got out of it. It’s the same reason we gave workers the right to choose, which is a fundamental American right, a right to choose whether or not they want to be part of a union, and whether or not they want up to a thousand dollars taken out"—

Vermont Gov. Peter Shumlin also appeared before the panel. In a rebuke of Walker’s approach, Shumlin criticized the targeting of workers’ rights and benefits in the name of balancing budgets.
Gov. Peter Shumlin: "I don’t start with collective bargaining, and I don’t start with my public pensions. I start with the true costs. In Vermont, and this is true of most of the states of the country, healthcare is my biggest rising cost."

LETTER TO LUCY SHIPLEY AT HR

Lucy-

I am filing this complaint because I believe I am the target of coordinated harassment on the part of Trimet management who asserts that they have the right to regulate my off duty behavior.

The behavior in question is my recording over the air dispatch communications, a perfectly legal endeavor.
HR 171  prohibits harassment when one is engaging in "lawfully sanctioned behavior". The management is clearly in violation of  this.

They also are ignoring HR 202 which regulates internet posting. The behavior in question is about an internet posting. They have chosen to ignore the scope of the policy which clearly demonstrates a conscious and willful attempt to intimidate me from engaging in a lawfully sanctioned activity.

I hereby charge Trimet management with a willful conspiracy to harass and intimidate me using the threat of termination in an effort to prohibit me from a lawfully sanctioned activity that any citizen of Oregon can perform.

I always thought the normal adult fare for a one zone trip (transit mall to Jeld Wen Field for example) was $2.05. As far as I know, the TriMet Board has never approved this "special" fare. The marketing whiz kids will counter with the argument that they are trying to save time by not charging that extra nickel. How come that argument is never presented when operators and passengers have to endure TriMet's antiquated fare collection system thousands of time a day? Oh, I forgot, It's a bus thing.....never mind.

ON FEB 10, 2011 I WAS GIVEN WRITTEN WARNING THAT I WAS IN VIOLATION OF HR RULE 171.
THIS WAS A RESULT OF MY LEGAL RECORDING AND POSTING OF A COMMUNICATION BETWEEN A TRIMET DISPATCHER AND A TRIMET OPERATOR.
TRIMET HR 171 STATES AS FOLLOWS:
It is a violation of state and federal law, as well as TriMet policy, to retaliate against employees or customers who have filed a complaint of discrimination, participated in an investigation of unlawful
discrimination, declared misuse of public funds, or engaged in other legally sanctioned, appropriate behavior.
I WAS ENGAGED IN A LEGALLY SANCTIONED BEHAVIOR, NAMELY LISTEING TO OVER THE AIRWAVE COMMUNICATIONS AND UTILIZING MY FREEDOM OF SPEECH RIGHTS TO DISSEMINATE THIS INFORMATION.
TRIMET MANAGEMENT HAS FULLY VIOLATED THE TERMS OF HR 171 FOR RETALIATING AGAINST ME WHILE ENGAGING IS A LEGALLY SANCTIONED ACTIVITY.
FUTHERMORE TRIMET MANAGEMENT IS IN VIOLATION OF HR 202 WHICH STATES:
The principles outlined in this policy provide standards for Internet use, communications, and
postings that utilize TriMet equipment or access to the Internet, and apply to all TriMet employees
whether they are on or off duty.
MY DISCIPLINARY LETTER WAS CONCERNING INTERNET POSTINGS.  I WAS NOT ON DUTY AT THE TIME OF THE POSTING, WAS NOT USING TRIMET EQUIPMENT AT THE TIME OF THE POSTING, AND WAS NOT USING TRIMET ACCESS TO THE INTERNET AT THE TIME OF THE POSTING. Safety Remains Our Core Value
As you know, the anniversary of the worst bus accident in TriMet history is quickly approaching. The tragedy spurred many actions at TriMet over the past year designed to highlight the importance of safety in everything we do; not just in Operations but in the entire agency. Time may heal some wounds but safety remains TriMet’s number one priority.
We will continue to identify new ways to make operations safer and, as with the Request for Safety Assessment program, we will also continue to expect employees on the front lines to tell us how we can improve safety in the field and at TriMet facilities.
One of our biggest efforts to enhance safety at TriMet begins this month: recertification training for all bus operators. Every TriMet bus operator will be participating in this program which will include classroom and on-the-road training.
Unlike refresher training sessions, this is a true recertification program: operators will be expected to successfully pass a written test to complete the training. Our goal is to ensure that every operator is well versed in safe operation. Additional training will be provided for any operator who does not satisfactorily complete recertification.
I have seen first-hand how hard many of you are working to ensure safety is a core value in all that you do. I appreciate all the strides we have made over the past year and I look forward to continuing our work together to nurture and grow a culture of safety at TriMet.

WES and Green Line Ridership Grow
March ridership counts are hot off the press. Overall, ridership last month was very similar to ridership last year; a total of 8.6 million trips were taken on buses, MAX and WES in March 2011 compared to approximately 8.7 million boardings last year. However, WES Commuter Rail and the MAX Green Line both enjoyed significant increases in ridership.
WES ridership increased by nearly 24 percent from the same time last year. Meanwhile Green Line ridership grew by almost 14 percent on weekdays and 3 percent on weekends.

Recent Ruling on SIP Unfair Labor Practice Complaint
In May 2009, TriMet implemented its current system for processing customer comments, the Service Improvement Process (SIP). Unlike the Customer Service Information process, SIP is designed to resolve customer issues at intake whenever possible while also highlighting issues needing an immediate response in the field.
Following the implementation of SIP, ATU filed an Unfair Labor Practice (ULP) complaint against TriMet that alleged the change in the process for handling customer concerns violated good faith bargaining laws. Last month, the judge issued a “Recommended Ruling” that dismissed the ULP. Approval by the Employment Relations Board of the “Recommended Ruling” is pending.
Labor issues aside, the key role of SIPs remains helping TriMet assess the quality of its service on an on-going basis. SIPs helps us identify and resolve issues of true concern and devote our resources more effectively as we strive for enhanced service and safety excellence.

Transit Mall Enforcement Mission Yields Results
In response to operators’ safety concerns about auto driver and pedestrian behavior on the Transit Mall, the Portland Police Traffic and Transit Divisions were out in force on March 29thand additional mall missions are planned.
Police made contact with drivers they observed traveling in the transit only lanes or making illegal turns on the Mall. Pedestrians who were observed crossing Mall travel lanes in an unsafe manner – walking against the light, crossing mid-block, etc. – were also targeted as part of this mission.
Police made contact with 107 people overall. The results of the mission:
• Driver citations: 31
• Driver warnings: 53
• Pedestrian citations: 11
• Pedestrian warnings: 12
• Vehicle Tows: 2

I made a response to this:

I'm a bus operator at Trimet and I object to the insinuation that the announcements are not being made properly.
In my 14 years here I have not experienced even one disabled person having a problem finding a stop on any bus that I have driven.
I do not have the benefit of the automated stop announcement, which most Trimet buses are equipped with.
Furthermore, I use my voice to make the necessary announcement since using the microphone is a serious safety hazard due to my having to move my head significantly which requires me to take my eyes off the road. I know operators that have had their teeth knocked right out of their head by those microphones!
There are operating conditions that the full attention on the road rather than worrying about making a stop announcement.
Would you rather hear what street your at or get their in an uninjured condition?
Making these sorts of complaints leads to management conducting inquisitions of its operators rather than looking at the structural problems that are causing the situation in the first place!
Bus operators have been a favorite target of the public, press, and its own management, your actions in this regard will lead to further persecution of bus operators.
