No panacea in privatization

When the Valley's economy was unraveling in 2008, transit service was an early casualty. Three years of cuts ensued. Dozens of bus lines were eliminated, rerouted or truncated. Wait times grew, and fares shot up on buses and light rail.

Some of those transit cuts, and the resulting hardship for many riders, might have been averted if the Valley's transit network were run by a single unified agency, an Arizona Republic analysis indicates. Unified transit systems are common among fast-growing Western cities.

As it is, in Maricopa County, 11 local transit agencies provide bus and rail service, creating redundant costs in administrative personnel and contracted services such as bus operations and security. At $70 million a year, administrative costs make up nearly a quarter of the system's total operating costs, making the Valley the third most top-heavy region in the country, according to data from federal and local agencies

The fragmented system creates redundant functions and staff that can add to costs. RPTA boss David Boggs, for example, earned $258,000 last year, including benefits.
His counterpart at Metro rail, Steve Banta, made $293,000. Transit directors at each of the Valley's larger cities earn at least $80,000 a year. If the agencies were combined, spending on such salaries would likely be less because fewer administrators would be needed, Banta and other transit officials say.

When shortly after I arrived on these shores I got my first job as an usher in a cinema in Philadelphia, back in the fall of 1956, I asked about the deduction from my paycheck that went to social security. I had no agenda, just curiosity.
My employer said those funds are taken by the federal government and put aside so that when I get old I would have a nice little bundle instead of spending it now and being left with nothing for old age. I recall asking why it wasn't up to me. My employer had no answer to this. But he did try to assure me that I should relax because at least there will be this stash awaiting me when I get old and won't be making much money anymore.

Minor repair work and vehicle inspections commonly occur while buses are parked at a layover, relief point, or end of the line. Staying safe, even during routine operations like these, requires vigilance from all personnel.
Prior to boarding and/or operating a vehicle that has been parked, operators should take a moment to check for potential hazards or persons around the vehicle. Special attention should be paid to the front and rear of the vehicle.
Mechanics or any personnel working on or near a vehicle should make sure that their presence is known to anyone on board or boarding the vehicle.
To ensure safe operations, staying aware of our surroundings and clearly communicating with each other is a responsibility we all must share in.

Misty has passed away from cancer. She had been a road supervisor for the past several years. I didn't know her all that well but I did a road relief for  her during her career as a bus driver and liked her. I also  thought she was a good supervisor.

In response to Al's query of why Portland is not in the top 15 metro areas that use cars the least, here are Portland's statistics:

Portland-Vancouver-Beaverton Metro

Car: 81.5% (9.9% carpooled)
Non-Car: 18.5%
Transit: 6.1%
Bike: 2.1%
Walk: 3.2%
Other: 7.1% (6.1% worked from home)

This puts Portland barely out of the top 15 (#15 was 19.2% non-car), but look at the area this includes:



If we look at just Portland, here's how the statistics change:

Portland

Car: 70.1% (8.5% carpool)
Non-Car: 29.9%
Transit: 11.5%
Walk: 5.6%
Bike: 5.8%
Other: 6.9% (5.9% worked from home)

That would put us at #2. I think the honest answer is somewhere in-between.

It would be interesting to see what these stats look like if you limited the geographic area to just the major cities (Portland, Beaverton, Hillsboro, Vancouver, Gresham, Milwaukie, Oregon City, etc).

Also, I would prefer to see the ratings include the carpoolers as non-car (i.e. instead of Car/Non-Car it should be SOV/Non-SOV).

TITLE: ACCIDENT REVIEW AND APPEAL POLICY

RSA-Not enough time to get through traffic lights at rail crossing intersections-RESPONSE

We contacted the City of Portland and received this response: “Our amber times are based on the safe stopping distance for the speed of the approach and grade. When amber times are increased beyond the normally calculated times, driver behavior changes and more drivers push the amber, having learned that the time has increased. We have a 3 second amber at Jefferson and Columbia which is consistent with most of the signals in the CBD. There is an additional second of all red prior to the opposing vehicle or train getting the green or solid white bar after the side street amber.” The duration of the light will not be changed at this time, based on concerns about driver behavior.

RSA-OSHA Violation of driver's seat safety-THE RESPONSE:

We have met with OSHA and discussed bus seats with them; they are satisfied with our level of maintenance. However, the Bus Operators are an important part of this maintenance; we need for you to report any maintenance issue with a bus you drive so it can be repaired. You have also included a concern about ADA accommodations. I encourage you to work with HR and your Supervisor to resolve this issue; HR has an established process and will be able to guide you through it.

RSA- Dirty buses - health hazard-the response:

Due to budget cuts we have eliminated our bus interior cleaner positions (6). Buses were cleaned by them every 35-45 days when fully staffed. Currently we use the cyclone vacuum system at all three shops on every bus. The vacuum seals the front door. We crack a rear window. We use an air wand to blow all dirt and debris forward and it is sucked out the front door area. We mop buses on an "as needed basis" but if staffing is adequate we mop every bus on an odd/even basis. We dust dashes, wipe steering wheels, look for graffiti and clean. The buses are almost as clean as before. Anytime you have a particular bus you see as a problem you can write a defect card and we will address your specific concerns.

ROBERT ROMO DENIES RUMOR

I was just chatting with Robert and during the conversation I asked him if he was aware of any station managers (or assistants) being at bus stops and asking drivers for their cell phones.

He says no, he has never heard of that happening, and he and the other managers have no time for that sort of thing.

Those of us that know Chris Parker know two things for sure

1-He is not a violent man.
2-He is not a threat to society.

Maybe he needs help, but needing help does not mean spending his life in the US prison system wasting the hours away looking at the four walls. There is no help for anybody in prison.

LAYOFFS

Pierce Transit, Western Washington's second largest public transit provider, is sending out layoff notices to at least 185 of its employees this week. Following the failure of a proposed sales tax increase, PT has had no choice but to drastically reduce service by as much as 20% with corresponding layoffs.

Without a cash infusion now being sought by transit advocates in King County, King County Metro could see cuts of as much as 600,000 hours (17% of service - reverting to 1996 levels) with corresponding layoffs of as many as 500 part time bus drivers and cutbacks from full to part-time of over 200 full time drivers.

President Obama met with congressional leaders Sunday evening, but failed to break a partisan stalemate over how to raise the federal borrowing limit. Democratic and Republican lawmakers are divided on how far the parties should go in cutting the deficit over the next decade or whether tax cuts and entitlement reductions should be a part of any deal. Last week, news reports indicated President Obama is now backing significant cuts to Medicare spending and retirement benefits under Social Security in return for Republican support. Independent Bernie Sanders of Vermont warned this weekend that such cuts to Social Security could put some 245,000 people into poverty. U.S. Treasury Secretary Timothy Geithner appeared on Meet the Press on Sunday.

I have been listening to dispatch calls (something I can do but visitors to this blog can't apparently, at least by me posting them)and an interesting call has come through that said:

"A lot of people are getting on with those new HC ID's and using them as passes, don't they have to pay a fare with those cards?"
"Yes they do" was the answer!

That is what I thought people have been doing, But I never know what's a pass around here and whats not!

It turns out that DISPATCH does not even know about the HC free passes either!

Not to long ago I asked for FEMLA leave and was denied.
I was 5 hours short apparently.
I said the hell with it and took care of the problem myself.
I find out today that I could have been granted leave under OFLA, the Oregon Family Leave Act, which has a lower threshold for qualification.

The UNETHICAL REED GROUP, did not bother to mention that OFLA was an option.

That is who Trimet has hired to take care of this important part of our work lives.

You would think by now that it is fairly widely known, and pretty damn obvious, that my INTERNET activities and associations OFF THE JOB, are not the business or concern of my employer, nor do I ever pretend to be any sort of representative of my employer, who happens to be the Trimet Transportation District of Oregon.

Recently a law office sent some letters FOR ME over to the Trimet legal department, who then forwarded them over to me, UNOPENED.

If you have a problem with my driving, then contact Trimet customer service.

If you have a problem with my internet activity, which is always on my own time on my own equipment, then you can contact me via the email address which is listed on my profile.

PORTLAND - Construction of a new bridge across the Willamette River is causing headaches for the Portland Spirit cruise ship.
But now, the Spirit is getting some pain relief. For all its trouble, the company will receive about $2 million from TriMet.
That's on top of the $2 million TriMet is paying the ship's owners to lease their riverfront land during the bridge's construction.
