NLRB attacked

The Republican-controlled House of Representatives has passed a measure to limit the authority of the National Labor Relations Board. On Thursday, Republicans voted to prevent the NLRB from ordering an employer to halt production or relocate workers if labor rights were found to have been violated. The measure came in response to the NLRB’s ruling earlier this year against Boeing for retaliating against striking workers. The NLRB found that Boeing illegally shifted production of its new 787 Dreamliner passenger plane to a non-union plant in South Carolina to punish striking union workers in Washington state. The measure now goes to the Democratic-controlled Senate, where it is unlikely to pass.

Union leadership OUSTED over financial mess

The leadership of a Chicago unit of the Amalgamated Transit Union has been ousted because of “runaway financial problems.”
The union’s international president, Larry Hanley, says the leaders of Local 241 were relieved of their duties Monday because of inability to control and account for expenses. Two ATU international vice presidents were named as trustees to oversee the local.
The major issues are the failure of Local 241, which has been led by president Darrell Jefferson, to control expenses, implement controls to account for and protect union finances, and pay for escalating legal fees related to arbitration cases with the CTA, the international union said.
“We had 14 people go to the ATU Latino caucus in San Francisco from Sept. 7 to 11,’’ Jefferson said. “The international told me to cancel the trip, which was approved by the (executive) board and the members. When you are in financial straits, you shouldn’t be going, but this was what was approved by the board and the membership.’’

NEIL MAC(the knife)FARLANE responds to recent ruling

In August, ATU filed an Unfair Labor Practice (ULP) against TriMet with the Employee Relations Board (ERB). A ruling on part of the ULP that addressed TriMet’s Final Offer submitted July 20, 2010 to the ATU was just issued. The ruling determined that some of the proposals in TriMet’s Final Offer did not “logically evolve” from earlier negotiations and, therefore were improperly included.
The ruling means that TriMet must delete those items from its Final Offer that will be considered by an arbitrator scheduled in mid-January 2012.
As always, TriMet remains open to resolving open issues with the ATU.

Think of it this way:
Do you want some schmuck making $7.25 an hour (or whatever the minimum wage is) driving around a big 40,000 pound, 40 foot long brick on wheels?
Anyone theoretically could drive a bus. Turn the ignition, pop in the air brake valve and hit the gas pedal.
But, can that untrained schmuck off the street drive the bus safely and on route, on schedule, while NOT getting into any collisions or breaking laws, taking care of the passengers (yes, transit bus drivers do have to wear the customer service hat - they have to take fares, issue transfers, and assist customers with where they are going)...?

Buses continue being the workhorse of the TRIMET system supplying 1,077,200 trips.
That’s 56% of all boarding’s at TRIMET.
Bus boarding’s increased by 26,300 rides over last month.
.
MAX boarding’s were 846,000, that’s a decrease of 33,700 rides, almost the same amount the bus increased!

TRIMET brags about the double digit ‘growth’ of the green line. (of course the numbers are from this month last year), but the real facts are that Green Line boarding DECREASED from last month by 800 boarding rides!
That’s about 1% of TRIMET ridership, hardly worth bragging about!

WES boarding actually increased by 40 boarding’s, to a total of 1,660 boarding’s wow, big deal!
And TRIMET brags about the double digit growth of WES too!
But then again WES carries NOT EVEN 1% OF TRIMET RIDERS! Not deserving of any mention at all!

New government census figures show the number of Americans living in poverty has hit a record 46.2 million — one out six people. Nearly 50 million are without health insurance, the highest total in over two decades. The overall poverty rate has climbed to 15.1 percent from 14.3 percent, and from 2007 to 2010 rose faster than any similar period since the early 1980s. The percentage of Americans without health insurance rose from 16.1 percent last year to 16.3 percent. The gap between the rich and the poor has also grown. While the average income for the top five percent of the population dropped 1.2 percent, the same figure for the bottom fifth of households fell 4 percent.

HOW MUCH OF THIS IS GOING ON AT TRIMET?

Transit officials were surprised earlier in the year when they discovered that transfer information was being shared by bus riders through social media.
The old transfers — paper tickets that allow passengers to change buses without paying an additional fare — were stamped with a randomly assigned letter of the day. Some transit users had cheated the system by collecting several tickets of each letter. They then used those accumulated transfers for free bus rides by using the appropriate transfer for the posted letter of the day.
"I actually had a guy who had a glass case who had everything [all the transfers] alphabetical. So he would just go on to Twitter in the morning and find out what the letter of the day was and he'd use the transfer all day," Achadinha said. "The bus drivers were the ones who flagged it to me."

I want to commend Congresswoman Jaime Herrera Beutler, R-Camas, for her position on the Columbia River Crossing. I, like her, also want to have a countywide vote on the CRC as soon as possible.
I especially want to vote on the issue of light rail being included in the new bridge crossing. For the cost of light rail we could purchase dozens of C-Tran or TriMet buses and they could run more often than the trains and take people closer to their job sites than light rail could.
So hats off to Herrera Beutler for sticking to her position on the CRC and light rail. Wake up Vancouver and demand a countywide vote on the CRC before we end up with the light rail boondoggle.

TriMet's payroll tax is also different from most transit agencies in that the tax rate goes up by a small amount each year automatically. Over the next 12 years the rate will gradually increase from .6918% to .8218%. This system has been a key to TriMet's success in building out its frequent bus network and MAX light rail system, since in normal times they have been able to rely on a steadily increasing stream of revenue over time. The recent drop in employment, however, has exposed some problems inherent in using a revenue source that only gradually increases.

According to one of the Trimet dispatch monitors, someone tried to commit suicide by MAX yesterday. The person got in between the MAX cars. 
He was foiled by an alert operator who realized what was happening and did not move the train.

After a summer hiatus, Starts & Stops is back. (In the interim, I was working on a Sept. 11 project and making the most of vacation time.) I hear it was a quiet summer at the Department of Transportation while I was gone.
First, some summer-travel observations: Rapid transit rides in Sydney and Melbourne, in Australia, cost 2 1/2 times more than the T fare; Sydney has a great ferry system, but the trains I rode were even more trash- and food-strewn than the T’s.

Shoved Bus Rider Intoxicated: Report

The woman who videotaped a driver shoving a rider from a Metrobus spoke to the agency about the incident.

These are urban "planners" of course who always know what's best for us lowly citizens. It's possible that the guy writing this is another proselytizer for the Church of Light Rail, they are as fanatic as some Christian Fundamentalists that I know. Of course I have no objection to light rail, I object to making the oldest riders of TRIMET (the bus riders) pay the heavy cost of light rail here in Portland.
That is of course, less and less bus service.

Actually I asked the members of Portland Transport to provide me with the facts about development along the MAX line, blogger Jim Karlock was the only one who responded. It appears that this post actually answers my question, but its in FRENCH so I can't read it!

The big corporations, the major financial institutions, the ultra-wealthy and those connected to the top levels of government are absolutely thriving even though the economy overall is in shambles. A bus driver who in 2010 was fired for killing a pedestrian on a zebra crossing after working 14 hours was illegally dismissed, a court has ruled.
The Appeals Court decided that the driver, fired by transport company Vimeca after running over a pedestrian during his 14th hour of service, was unjustly discharged.

TriMet's crackdown overloads court system

The flood of people stretching the system beyond capacity has become known as "TriMet Tuesdays" where the court system deals with an unexpected amount of people who didn't pay to ride on the MAX. It's an unexpected consequence of TriMet's new get-tough policy.
The line of people this Tuesday spilled out onto the Justice Center’s steps. They were there because TriMet has hired more fare inspectors and deployed more “get-tough” patrols – tickets now outnumber warnings, 3 to 1.
This Tuesday there were 358 tickets to process and standing room only in the courtroom.
“They did it all at once and they didn’t stop to think about what the downstream affects would be,” said Multnomah County Court administrator Doug Bray.

Due to high temperatures today, MAX and WES trains will be traveling at reduced speeds once temperatures reach 90 degrees.
MAX trains will travel 10 mph slower in all areas where the speed limit is 35 mph or higher. If temperatures reach 100 degrees or higher, the maximum speed for all trains will be 35 mph with a 10 mph speed reduction in areas where the speed limit is between 25 and 35 mph. High temperatures can cause MAX’s overhead power lines to sag and rails to expand, so trains will travel at reduced speeds in key areas to maintain safe, reliable service.
WES trains will also be traveling at 35 mph during the afternoon commute for safety due to possible rail expansion caused by the heat.
MAX and WES riders should expect delays.

TriMet's war on urban livability: Light rail hurts neighborhoods, slows commutes

Yes its "John Charles", the very name conjures up immediate reactions. When it comes to his views on light rail however, I cannot find fault.
Between First and Fourth avenues in Southwest Portland, Lincoln is a quiet, tree-lined street that has everything urban planners say they love: high density with a mix of land uses, regular TriMet bus service, more than 65 mature shade trees, and a wonderful north-south pedestrian walkway bisecting the street.
Yet, on or before Sept. 15, TriMet will destroy all of this. The trees will be clear-cut, the street shut down, and several businesses lost, including the popular Candlelight Cafe. The reason: TriMet is taking the right-of-way for the proposed Milwaukie light-rail line

If you like diversity, Portland is not for you. The metro area is 93 percent white, with a large population of Asians. There is hardly a dark face to be seen. The black population is only 1.7 percent. The root cause of that may be that after the Civil War, Oregon passed anti-immigration laws and even made those laws part of its constitution. For decades, blacks, for example, could own no real estate of any kind under Oregon law.

On Friday, we celebrated with many TriMet veterans and partners the 25th anniversary of the opening of the line that started it all -- the Banfield light rail project. It was terrific to share the event with many TriMet retirees and project veterans. 25 years ago I was on the trains, with tens of thousands of our neighbors -- and a new era was born in public transportation.

What follows is a “backstory” that could lead a cynic to say it was management trying to head off media inquiries about TriMet’s history with regard to racism. Certainly, cynicism lay behind management’s claim that this new team “will continue TriMet’s regional and national leadership in transit equity...”
