I wonder if TriMet could agree to not collect - or refund - any taxes collected in Boring to make it legal.
OR...just replace the 84 and LIFT service with a single "Demand-Response" service area - essentially let anyone in Boring use LIFT style service until 01/01/13. Designate a single vehicle to operate in the Boring area and allow anyone to ride within the service area or to Gresham, where a transfer will be required to anywhere else.
