Let me translate this from the doublespeak propaganda into plain English:

We can save more than $1 million by reconfiguring routes on 15 bus lines (mostly where they overlap with others) and by eliminating some low-ridership trips on 10 lines. We are no longer proposing to discontinue weekend service on any bus lines, or reduce MAX service

Translated:

"We will continue the policy of focusing all service cuts towards the bus side of service, while retaining all MAX service - even many low patronage trips west of Beaverton and north, south and east of Gateway. Further, we will continue to operate WES despite its proven track record of inefficiency and poor ridership."

The union delayed arbitration? They broke the law, That is like saying Sorry I am late but the person I mugged called the police, and It is their fault I am late.
