Trimet after action report-starlight

Trains being held for what was to be just a fun run and not timed event.  Officer’s stating it was not in their orders to bump trains; my understanding was they were going to be informed they would bump through the run. This caused issues on trains away from platforms.
And signs for the closures of bus stops that should have been printed up were not.  Again adapted and over came.  Several lines such as the 15 went on reroute early, not by dispatch but on their own and this stranded a few passengers needing the bus.   And several locations closed by police that required rerouting of buses, such as the 17 in the NW area.

The way the 2nd Ave Shuttles were arranged seem to work great.  Having some stage at each location would have worked better had parking been removed, and Ed and other Sups suggested laying a few on the east end of the Morrison bridge to bring up when need, that work fabulously

Road Supervisor had the placement of bike racks in such a manner that it was instrumental in keeping the
intersection of W Burnside & 5th Ave clear of pedestrians. We had no problems besides the very first float breaking down on the tracks. We were able to pass buses through while delaying only one train. A tow truck arrived and pulled the float out of the intersection.

Once again, what we were told at the Roll Call about bumping trains through the race and what the police said on the scene were completely opposite. Although this is not a timed event, there are very serious runners in this race. It would have been a riot scene trying to stop the wall to wall runners coming down the street. We started
bumping trains as soon as the walkers began approaching. I don't think bumping through a crowded race course is very wise or safe.

Deployment and use

Between 1657 and 1810 we had four incidents requiring
Police response in Central Air: two for DKs also requiring
medical and one for a subject refusing to provide ID for a
fare violation. All four resulted in transport. 701677, 701680,
701683 and 701687.

701680 Lloyd Center fare violator / police and then medical.
701683 Hollywood fare violator / police custody.
701687 RQ, DK subject fell on platform / AMR to Emanual.
701700 RQ west 9048 Prop/Dyn failure / eventually reset.
Switch 11a not making up / Signal 16b not clearing. Cleaned
switches and resumed service.
Observations re: person and
vehicle movement and safety:
Concerns (if any) re: hazards or
threats
No POV’s (privately owned vehicles) should be allowed
parking near any of our sensitive areas. Such places as
Rose Quarter where both I-5 and our Rail Infrastructure
coexist are obvious places of concern.

PPB needed more coverage along Morrison westbound. Communication between ICS PPB IC and field officers was lacking, but performance was admirable.
POOR coverage for PPB along Morrison, particularly west of 11th Ave. PPB communication issues: 3 of 4 PPB (not Transit) refused to stop runners and/or parade to allow train movement, causing a 5 (or more) train backup westbound.
Overall, this event went quite well. The pre-event briefing went well, would have liked PPB IC and G4S IC present. There were two issues that really proved detrimental to the overall success of the operation:
1) Along the Morrison/Yamhill MAX corridor, I encountered 3 of 4 PPB officers who FLAT OUT REFUSED (one was quite rude @ 14th/Morrison) to stop runners and/or parade participants to allow transit (train) bump-thru. This allowed trains to back up for 5 blocks or more west bound. They were told that their orders prevented it. ICC was contacted.
2) East bound trains from Jeld-Wen Field(JWF) were pulled from Library & directed to hold at Broadway/Yamhill. On numerous occasions this caused trains to back up to within a block of each other AND WORSE, caused most of those trains to experience platform & NON PLATFORM Red-knobbing. I responded to one incident at 14th/Yamhill where passengers where bailing out of the non-platform side and into traffic in droves. As much as the urge is there to hold trains at Broadway/Yamhill due to the close proximity of event traffic, this causes many more headaches & concerns than it helps. EVERY EFFORT should be made in these high attendance events to avoid off-platform holds if at all possible.
Things of note that were “plusses”:
1) Good call (Harry S.?) for adding the cones for the vehicle traffic along the north-west side of the 11th Ave. terminus. Solved a lot of traffic issues.
2) I was technically assigned as a Rail Relief Supervisor, but ended up becoming more of a Roving Rail Supervisor, which in my humble opinion did MUCH MORE good. Because of my mobile-roving capabilities, I was free/able to assist Control, Field Ops and others, also able to provide rolling traffic control to places where it was needed on the fly. I feel that this position needs to be added to major events such as this (Rail Supervisor Rover) in addition to having someone available for “potty” breaks, etc. I was thrilled to be the help I was wherever I was needed.
3) XXXX
deserves mention (and Praise) for his efforts in compiling his “Starlight Position Matrix”. Having everyone on one, informative, concise sheet was TREMENDOUSLY helpful as an on-the-fly resource.
