Actually, there were no union Signal Technicians at Gateway from start of the issue around 5pm until after the night crew came on at 10pm to troubleshoot this problem.
The existing crews are already spread too thin and no one is scheduled to work this time frame unless they are willing to work overtime. There are only 11 Qualified Journey workers now working between 2 shifts, when no one is off sick or on vacation.
Is the scheduling gap during serice revenue operations permitted under Federal Regs?
