Will passage of light-rail ballot measure in Clackamas County increase taxes?

If light rail is so much cheaper than buses, why has TriMet's operating expenses, fares and tax rates gone up with each light rail expansion?
Wouldn't the logic be that as light rail displaces bus service, TriMet's overall costs go down?
Of course it's not true...
