Knowing what I know about this crossing and no other facts about this particular accident , I am willing to bet the victim crossed directly behind an EB train that blocked the view of the approaching WB train and walked directly into the path of the WB train. I am sure an investigation will show proper warning was being given.
The auto and pedestrian warning system there is activated when a train is in the approach to the crossing from either direction even at the same time. It is NOT safe to cross the tracks until the auto gates raise and the pedestrian warning flashers and gongs deactivate. Track speed is relatively high and line of sight is not very good at Baseline when trains tend to meet at this intersection.
