As far as the inspectors are concerned all their conduct is based on the
TRIMET CODE which defines what they can enforce in the way of exclusions etc. I just read through it and is says nothing about wearing uniforms for non employees. As far as I know as long as he doesn't attempt to impersonate a Trimet employee or possess a fake badge he is clear of any legal violations.

The real question is why a non employee would wear the uniform??
