  • When you get to your bus and are out of sight of supervisors, take off your uniform shirts and insignias, instead,
  • Put on a simple ‘Pirate’ costume, a blowsy shirt with ruffles or cuffs, no words, but obviously ‘private’ personal attire, perhaps a bandana or three-corner hat, an eye-patch only when not driving the bus.
  • Accept no fare arguments, because when you are paid $12.50 per hour you will not think it worth the risk to come between people and their money.  I will NOT tell you to put the ‘out of order’ sign up on the fare box, or NOT to collect someone’s fare.  You could hold out your hand, and in a gruff, growling pirate’s voice ‘inform’ the passenger, “Argh, ye mate, we private pirates will make no argument if you refuse to pay your fare.”
  • If you have a disruptive passenger, handle it as though you were a private pirate employee only earning $12.50 per hour.  “Alas, ye scoundrels, we private pirates will not intervene when you disturb the other passengers.”
  • When you get asked for information, be cooperative, but say, “Growling Jim would say you could take the Line 9 bus, but a private pirate would not be inclined to answer your questions.”  Or, “Argh, ye highland cow, the time is 5:09, but a private pirate can tell the time by the sun in the sky if there’s no clouds.  Argh, in other words, don’t expect to have a timely system if it’s operated by private pirates!”

This term came into my vision a few days ago.
It struck me as an accurate way to describe the fascination with light rail development, since light rail is hugely expensive to build why the fixation on the continuation of this sort of planning?
The rest of the world has sought much more cost effective methods of providing transit services to the public, yet in America, boondoggles continue being the preferred choice of government.

After some investigation, the terms LIGHT RAIL INDUSTRIAL COMPLEX is a very accurate way to describe its continuing existence, even in the face of massive monetary shortages.

Light rail–industrial-congressional complex[1] (LRCC) is a concept commonly used to refer to policy and monetary relationships between legislators, transit districts, and the industrial base that supports them. These relationships include political contributions, political approval for light rail spending, lobbying to support bureaucracies, and beneficial legislation and oversight of the industry. It is a type of iron triangle.

TriMets Budget Woes, Part Duex

Ummm, so I get theres been a salary "freeze" & positions cut, however, Bonuses need to be cut. Your cutting service, your not doing a good job, no bonus. Also at least a 5-10% salary cut to non-exempt employees. You need to re-evaluate the amount of supervisors you have. If I see 2 or more shooting the bull at a transit center, I see resources that can be better used as operators. Also, theres doesn't seem to be a hiring freeze of non-exempt employees, that needs to be employed NOW!

MACFARLANE AND LIFT 'IN HOUSE'

I want to set the record straight as many of you have seen calls for TriMet to save money by bringing our LIFT paratransit service "in-house" and how it could save us $7 million. This couldn't be further from the truth. TriMet awards contracts for our LIFT service, and selects the contractor, after going through a highly competitive process which ensures that we not only get a contractor who can provide the service levels we need, but that they will do it as cost effectively as possible. TriMet currently contracts with First Transit for its LIFT paratransit service. Just so you know - most First Transit employees are ATU 757 members.
In 2008 TriMet and the ATU jointly requested a study about the impact of bringing LIFT operators in-house. The 2008 study by Lauka & Associates found labor costs for the contracted service to be $8.5 million annually compared to $16.1 million for labor costs if we used TriMet employees. The report also understates the cost if LIFT operations were brought in-house because it did not account for supervisory, dispatch and maintenance positions. The report also uses FY2005 data so the costs would be even higher as wages and benefit costs have increased since the report was completed. As TriMet faces a $17 million budget shortfall, and will need to raise fares and reduce service, we can't consider anything that would increase our operating costs.

This morning, I rolled out an initial budget proposal to the Board and public that outlines fare increases and service cuts for the next fiscal year to help close a $17 million shortfall.  It is very possible that some of your customers may voice their unhappiness about these proposed changes. Amidst a difficult economy and tepid job market, the changes we propose may be a hardship for many of our customers.  In educating the public about our budget shortfall, I have had to acknowledge that our healthcare benefits for union employees and retirees are simply out of step with the rest of Oregon’s public sector and with transit agencies nationwide and that the ever increasing costs are having a significant impact on our budget.  I regret this public conversation may seem personal, so I want to assure you that I have the greatest respect for each of you who come to work every day and give your best.  

I look forward to the day when federal funding and payroll taxes returns to historical levels.  However, for now, we have a budget deadline and Oregon law that requires us to submit a balanced budget to the Board.  Without fare increases and service cuts the budget simply will not balance.

In the days ahead we will need to pull together, find common ground and solve this potential crisis.  I count on you to always do what’s best and you seldom disappoint.

Apparently the girls who administered the infamous Dec. 26 group smackdown on Tri-Met -- and whose mother was arrested for allegedly hiding them from police -- are arguing in The Skanner that the target of their violence provoked it:
Sandra Abiori, the grandmother of two of the teens, says the incident has been mischaracterized as a racist attack and, with the help of the media, blown out of proportion. "I’m not saying that the girls were in the right – they should never have hit anyone," she says. "The problem I have is that, here this girl opened her mouth and started a fight – and now my family has to face prison time?
"Where's the fairness in that?"
To us, this attitude says a lot about why the whole thing happened.

Originally, I contacted Customer Service as directed by some people in the bullpen who were handing out brochures so we could familiarize ourselves with the new service proposals. They were encouraging us to contact Trimet with feedback (from our perspective as Operators) be it positive, negative, suggestions, concerns - whatever. I did and then received this e-mail in response. That's why I ended up posting my comments here.

BEST HEALTH COVERAGE?

But we sure as hell don't have the best pay!
Match the best pay in the country and we might consider compromise on the health care front.
We make only $25.14 an hour, lagging the best transit agencies in the country..


At $28.64 an hour, the top wage rate for Chicago Transit Authority bus drivers ranks third-highest among U.S. transit agencies, according to an analysis conducted for the Tribune.
CTA bus drivers trail only their counterparts at two transit agencies operating on opposite coasts. The top hourly salary for bus drivers at the Massachusetts Bay Transportation Authority in Boston leads the industry, at $30.18; while the Santa Clara Valley Transportation Authority in San Jose, Calif., pays bus operators with the most seniority $28.86 an hour, according to John A. Dash & Associates, a transit research firm in Havertown, Pa.

TRIMET BACKPEDALS FROM MACFARLANES UNION BUSTING COMMENT TO MICHAEL ANDERSON

Update: TriMet spokeswoman Mary Fetsch says the above interpretation of McFarlane’s statement is “inaccurate” and that “it’s premature to say that’s our strategy.”
She says McFarlane’s comments about the no-strike rule, and its attempts to begin a debate about it in the legislature, should only be interpreted as comments about the slow advance of the current negotiation.
“Does TriMet have any interest in changing the strike law?” I asked.
“Our focus right now is to get this resolved,” Fetsch replied, referring to the ATU contract that’s been in negotiation for several years. “The focus is to have the legislature bring the ATU to the table to resolve this contentius contract.”
I asked Fetsch how the legislature would help bring the ATU to the table, if not through its implicit power to change the 2007 law requested by the union. Fetsch said “the union listens to the legislature and vice versa. … Obviously the legislature can reach out to the union to encourage that this long-delayed process move along.”
I said that in this context, it seemed that raising questions about the no-strike law are a tactic to bring the union to the table.
“We don’t have that tactic,” Fetsch said.

This is on a crossing at Baseline Rd in Beaverton where there has already been 2 fatalies involving pedestrians. When advised by the signal Asst Supervisor that this would be a bad idea he was ordered to do it anyway. The asst supervisor then told xxxxx he had reported the demand to ODOT xxxxx demanded all the Asst. Supervisors correspondence be surrendered to him. Mr xxxxx failure of understanding the importance of not tweaking the design of rail safety appliances is an endangerment to both the public and Trimet employees

Man attacked on MAX train in Rose Quarter

CRIME TRAIN KEEPS LIVING UP TO ITS NAME!

PORTLAND -- A man told police he was attacked by three others about 6 a.m. Wednesday on a MAX train near the Rose Quarter.
The men knocked him to the ground and stole items from a backpack, said Sgt. Pete Simpson. The victim traveled on to the Portland State University MAX station where he met with officers.
The victim did not require medical attention, Simpson said.
One of the attackers was described as an African-American man in his mid-20s with some facial hair and wearing a dark blue FUBU-style ski jacket, dark blue beanie, and dark blue pants with a white, embroidered tribal design.

A shift to a flat-fare system

Eliminate the Free Rail Zone
 

Reconfigure 14 bus routes
Eliminate segments of routes that overlap with other routes. This maintains service to an area but requires more transfers on these bus lines: 6, 8, 9, 12, 16, 17, 47, 48, 67, 70, 77, 82, 87 and 89.

Change routing on 3 bus lines
Routes would be modified on lines 43, 45 and 94.

Eliminate bus trips with low ridership on 26 bus lines
This would result in service that begins later in the morning and/or ends earlier in the evening, and may include extended time between trips: 15, 18, 19, 22, 23, 24, 25, 30, 34, 36, 37, 38, 39, 43, 45, 50, 51, 53, 55, 59, 73, 85, 89, 92, 96 and 155.

Eliminate some weekend service with low ridership on 3 bus lines
This would result in all Saturday and/or Sunday service discontinued on lines 22, 32 and 73.

Reduce the frequency of all MAX service except during weekday rush hour

Adjust LIFT paratransit service boundary to match regular transit service

Reduce TriMet contribution to the Portland Streetcar
TriMet helps fund Portland Streetcar operations, and is proposing a $400,000 reduction in FY13 contribution. $400,000 is chump change

Pencil necks that generally don't ride/drive transit are in charge of this mess.
We have to wait to see what they actually do.

It's been my experience that Trimet ALWAYS OVERSTATES its cuts so when 
the final cuts are made it won't look so bad to the public.

What's not "on the table" is cutting executive paychecks, ending the expansion of the empire or cutting luxury service to the lucky few.

The above is the customer service philosophy from a very successful organization.
TRIMET does non of the above.

Let's look at an example that occurred yesterday morning around 7:30am.
Due to our bungling unconnected management, there was a major problem getting the refurbished fare boxes going in the buses at Merlo garage.

That created a shortage of buses, runs were cancelled and people left stranded.

A 57 inbound had a full load of people heading off to work.
Some genius somewhere noticed that the route 46 was not going to get any bus this morning!
What did they do, they called the full bus 57 and instructed that operator to discharge his passengers at the next stop and proceed to do a route 46.

Approximately 50 people were discharged into a nowhere location somewhere on TV highway, basically left on the side of the road.
The bus did the 46 route, picking up about 7 people.
50 people sacrificed for 7.

This policy is a firm message from TriMet: We don’t want you, families. We far prefer commuters — who already go only one-way and can pay more, who are choosing the bus for convenience and downtown parking prices, not because it is the only option — and the elderly, whose discounted fares won’t increase and who, TriMet’s spokesperson says, tend to travel farther. A day-long ticket for these travelers would only be $2.
Many of the bus drivers are wonderful and sweet to my children; many other riders, too, light up with smiles and stories when we come aboard. My children love to sit in the way-back of the bus, where the teenagers and the surliest of the bus riders usually sit. Rarely do I see those bubbly boys fail to coax a smile out of at least one of the frowny-faced riders. Often I am surprised at how welcome we feel. Always I am glad to give my children the opportunity to interact with adults of all sorts.
Sadly, TriMet’s leadership does not share this welcome, and would rather have me interact only with my own kind (other families in minivans and Volvos, I suppose).

BEATING ON BUS 4 SUNDAY

A man got into a heated argument with a woman on bus 4 which turned violent.
 The woman had a baby in her arms which ended up getting hurt in the melee.
It took police 30 minutes to arrive at the scene.
Somehow the media missed it.

Govenors office replies to MOW complaint


Governor Kitzahapers office responded saying he is forwarding my complaint to the states transportation manager to look and see if there is any area the state can help with. His liasion warned however that while Trimets board is picked by the governor it is operated more like a private company than a public agency.

NO SMOKING AT BEAVERTON TC?

Apparently there are signs posted throughout the transit center that say "NO SMOKING"
The signs don't say "no smoking within 10 ft of shelter", just NO SMOKING.
Why are those signs there if they are wrong?

A rail operator called dispatch to let them know there was a man preaching a the Gresham Transit Center.
Dispatch told them there is nothing they can do about it.

So I guess that means that non transit use is allowed, unless your like a person who has no where to go, then non transit use is prohibited.

WERE'S THE FREAKING VIDEO?

PORTLAND - Surveillance video from a TriMet bus showed a passenger approaching a driver in a "menacing fashion," but no physical contact between the two, a spokeswoman said Monday.

The driver did not press charges, but there were initial questions last week, over whether the passenger may have punched the driver.

After reviewing the tape, TriMet spokeswoman Roberta Altstadt said the passenger appeared to be yelling at the operator. Then, the passenger jumped up and quickly approached the driver "in a menacing fashion."

"Initial reports from the scene stated that the operator was punched, however, the video shows just a verbal altercation," Altstadt stated.

As a result, the passenger was kicked off the bus and will not be allowed to return for 90 days.

The driver continued on his route on the 45-69 line after the incident.

Transit Police Division officers also investigated the incident.

TRIMET TO DELIVER THEIR VERDICT ON WEDNESDAY

Wednesday is D-Day -- D as in “downsize” -- for TriMet riders.

That’s when Oregon’s largest transit agency is expected to announce a long list of proposed service cuts, route changes and fare increases to deal with a budget shortfall of up to $17 million.

General Manager Neil McFarlane has promised to avoid slashing service if at all possible, since the past three years have essentially cut into the bone of daily bus and train schedules. But you can bet there will be more bad news for low-ridership bus routes and MAX runs in 48 hours.

Well, technically, until there’s a round of public meetings and the board votes, it will be proposed bad news.

As The Oregonian has reported in recent weeks, you should also expect to see plans for the elimination of Free Rail Zone, a significant increase in adult fares and the end of two-way transfers. According to leaked documents from McFarlane’s in-house budget task force, the agency is also expected to start pushing riders to purchase $5 day passes and to end fare zones.

Our spies tell us that Bruce Warner (left), chief executive of the Portland Development Commission under Mayor Tom Potter, is about to be nominated by our retread governor to be the new president of the board of Tri-Met. The linkage is perfect -- it illustrates so clearly that Tri-Met is all about apartments. That's what Warner was about at the PDC, and that's what he'll be about on the transit board. ATU 757 MEMBERS UPSET WITH UNION PROCEDURES

There are  plenty of  disgruntled union members after yesterdays meeting.

Since Trimet pretty much makes up this union and without Trimet members there is no union at all, there are  concerns that we need to be more focused on Trimet issues during the meetings, maybe a meeting only for Trimet members is appropriate.

Another problem is the fact that there are  time limits on the meeting.
These meetings need to continue until all the members present have their say, our officers WORK FOR US and need to listen to us till we are done.

A retiree got up and addressed the group about social security.  He wanted all of us to contact our legislators and demand they handle the issue of social security to our benefit. He also wanted us to convey to our legislators should be paying into various charities if they don’t pay into social security.

Jon kept referring to information that has “got out”. He has never been specific as to what actually got out and how that actually caused any sort of problem. He continues to state that “management” is getting a hold of information that is hurting the union effort. (It’s interesting that Jon makes this contention since so much of what he does is never presented to the members.  Many of us think his argument is completely faulty and is basically just his personal paranoia)

BLAMING BUS DRIVERS A WORLD WIDE PHENOMENON

A BUS driver who lost an eye in a vicious assault has been blamed for the attack by the bus company that employed him.
Bus operator Swan Transit has accused Gerard Sin of provoking the youth who robbed him of the sight in his left eye while he was on the job.

I am hoping she is getting fair treatment and allowed the respect that an elected officer should have from her fellow officers.

She is entitled to voice her opinions and  its good for the membership that she has taken a contrary point of view from our president.

Unfortunately rather than focusing frustration on the management of TRIMET there is a continuing focus on internal disputes.

Personally, I find this a shame, since its so close to election time I was hoping the internal bickering would ease up so we could all focus on bringing down Macfarlane rather than bringing down ourselves.

There are lots of reasons to be angry at President Hunt, some of his behavior has been quite tyrannical, but that is for the election to decide at this point.

Now we have another officer also on the hot seat, which is another distraction.

Can't we all just get along, at least until the elections?

MBTA FINANCIAL CRISIS HAS SOME SIMILARITIES TO TRIMET

The MBTA may be financially broke, but it’s rich in apps. Transit riders in Greater Boston have access to more mobile and web applications (more than 50) than any of the nation’s largest transit agencies except New York’s MTA - though the T has about seven times as many apps per rider as the larger MTA.
Francisca Rojas of Harvard Kennedy School’s Transportation Policy Project recently praised the MBTA and TriMet (the transit system in Portland, Ore.) for doing the most to make high-quality data accessible and encourage third-party software developers to build apps at no cost to the agency and little or no cost to riders.
