TRIMET OFFENDS READERS/TRANSIT RIDERS


TriMet has put their foot in mouth with putting clearly racial language in "our" faces, that is offensive and intolerable. For those that don't know what I'm talking about there is a new proposal concerning revamping the fare system. For those who had chosen to read these sets of posters. The posters in question shows a heading of "A,B,C,D" as the title. Go to the "C" column and read that paragraph. It says, "Our region has changed dramatically since "fareless square" was first introduced in downtown Portland back in 1975. We no longer have the air quality issues that prompted the creation of the freefare zone, and our transit system has expanded significantly. Service has improved in the suburbs, where communities of color and low-income populations have become more concentrated. While free transit has become a hallmark of Portland's tourist-friendly city center, Trimet aims to provide equitable service throughout the region and the free tail zone is a benefit exclusive to downtown Portland and the Lloyd district."

This is blatantly offensive to some of "us", even though "we" all should be offended by such derogatory statements about "us" and "our" riders in all of the communities "we" serve. Last I checked talking about people's ethnic backgrounds left with Jim Crow. What next, are they going to make statements about sexual orientated, gang, drug, "those-people" communities, where does it stop????? "We" all remember "The back story", http://atu757.org/backstory.html (written by Mr. Hunt), about correcting the perception of racial (sexual, etc.) inequality at Trimet. This is the 2nd time this type of language has reached "us" employees. What I'm saying is that "we" need to come together and create "real" change on a day to day level, "we" have "our selves" to carry the torch. "Our" issues are valuable to "us" and "we" need to be heard.

“On an average day we’ll have 495 buses in service,” James K. Farasey, RTC’s superintendent of transportation, told the Democrat and Chronicle in March 1943. “Thirty more are being overhauled. Because priorities make it difficult to get parts, a bus may be laid up for as much as two or three weeks.”
Moreover, drivers kept getting drafted into the military.
Finding replacements was tough, Farasey explained. Because peak hours were in the early morning and late afternoon, the bus service frequently had its drivers work split shifts. “Older men (exempt from the draft) don’t like that. They’d rather go into war plants where they have a straight eight-hour trick.
In other words, more and more people were trying to catch fewer and fewer buses.

DRIVER HAULED OFF BUS FOR WATCHING MOVIE WHILE DRIVING

A complaint came in about a driver watching a movie on his lap top as he was driving down the road!
The driver was immediately removed from the bus and brought to Trimet Guantanamo. (Romo's office within the locked gates of Merlo garage).

It was determined that the driver did NOT EVEN POSSESS a computer!

The driver was released. 
And so the suffering of Trimet unionized employees continues unabated.

The "commuter rail" has been a money pit since the day it opened. Serving only the tiniest of Trimet riders, its one of TriMet's most beloved projects. They refuse any talk of cutting it.

The "Portland Streetcar" has been a boom to Portland developers, like board member TIFFANY SWIETZER who runs the largest development company in the Pearl district of Portland. It's been operating as a free service for years and its main purpose is to get developers to invest along its route. It's not about transit, but it has been sucking down transit funds.

WHY I AM SUPPORTING A BRUCE HANSEN/JEFF ACKERSON TICKET FOR ATU PRESIDENT/VP

As we near the election of our officers for ATU 757 it's time to decide which individuals would have the best prospect to turn around the fortunes of Trimet unionized personnel.

Make no mistake, we are in a fight for our very survival.
Macfarlane's bold attempt to destroy his unionized employees is clear for everyone to see.
From his audacious public complaints about our union, to the systematic torture inflicted on union members by the careerists who make up most of the Trimet management personnel,  if we loose this war we loose everything.

I know both Bruce and Jeff personally, they both have worked tirelessly for me in my fight for  civil rights while working here at Trimet.

Bruce, as steady as one can be, with impeccable character traits such as intelligence, honesty, integrity, commitment, and understanding of the issues and processes of the union, makes the best candidate for the job of President.

While there are other candidates that would be excellent (Chris Day, Tom Horton for example), they don't have the extensive knowledge of how our union works. Bruce has assured us "his door will always be open"  and people like Chris and Tom will be able to access our president and implement some of their excellent ideas.

Jeff is a bulldog in representing unionized members. He possesses all the same character traits as Bruce does.
Jeff is excellent in front of a camera and is able to articulate issues clearly and accurately.
There are other excellent candidates for VP, (Mike Conner/Joe Ruffin, Dan Christensen)however I cannot vouch for them as I do not know  them well enough.

And finally BRUCE AND JEFF, work well together, they are friends, AND THAT IS VITALLY IMPORTANT for an effective team of leaders.
Some will say it's the "Merlo Gang", but that is a false notion. We are not about Merlo, or Center, or Powell, or First Transit, etc, WE ARE ABOUT UNION AND EFFECTIVE LEADERSHIP!

While Jon Hunt and Ron Heinzman have done an excellent job in representing union members in the past, the time for change is now.
We need a new leadership and some new faces to deal with the management people who have so far been unreachable by the current administration!

TRIMET 'OPEN HOUSE' (reported by a fellow blogger)

The first TriMet open house for the service cuts & fare increases was held in the Beaverton Library yesterday afternoon from 1-3. I got there a little before 1 and a sign off the lobby of the library was directing people to the open house and a sizable crowd was already there. The open house itself was a conference room with tables going around the perimeter of the room and a large disorganized group of the general public in the middle. I heard many people saying what I was thinking, that this was not what we expected. We thought it would be like a town hall kind of discussion, with TriMet representatives giving a presentation on the proposed changes to service and then hosting a Q&A or discussion/dialogue session. Instead the way it worked was that you had to figure out what kind of question you had, if it was related to fares, to cuts/reroutes, to other parts of the budget, etc and then go to the TriMet "expert" who was there to answer those questions.

The problem was that if you can't identify those "experts" on sight, and it seemed that pretty much no one could, you'd find yourself finally making it up to a table to talk to someone only to realize that you were talking to the service planner when you really needed to be talking to the marketing guy. So then you'd go back into the fray to work your way over to who you should have gone to see in the first place. I didn't like this system. I'd love to know what kinds of questions other people were asking but it was so noisy and chaotic in there that communication was very difficult. This probably also meant that the TriMet staff was repeating the same answers over and over for several hours. I hope the future open houses are more organized to answer the frequently asked questions first and then allow the opportunity for people with specific, more detailed questions that aren't easily answered to be able to talk with the TriMet expert on that issue. 

Randy Stedman was also there but I didn't see him talking with any of the public like the rest of the TriMet staff were (nor did he have a nametag on like they did), he mostly circled the room and talked to other TriMet staff. I guess he was there to answer union related questions if anyone had them, but I don't know if that happened. 

Attached pictures, one is the pie chart in the back of the room explaining why there's a budget shortfall. I think it's funny that the union section of the pie is orange, when you consider that since TriMet is borrowing against future operation revenue to the tune of $60 million to pay for the Orange Line which is well over what the union is supposedly costing TriMet now.

The other picture I took at about 5pm on a Red Line to Beaverton from when I went out after the meeting. While it's not standing room only, it's pretty crowded when you consider that if these cuts pass as-is, this train would no longer be there since the Red Line will only go to Beaverton on weekday rush hour, not on weekends anymore.

NOTE-I agree that this sort of "presentation" does not serve the public at all. Participants don't get to hear answers from other citizens to improve the general understanding of the overall changes. One has to wonder if this was intentional, so as to keep people from 'organizing'.
Obviously the best way to handle this sort of thing is to make a presentation to everyone, the take answers from those present, with the correct person answering the question for all to hear.
The presence of the new highly paid executive (Steadman) is curious, especially since he did not participate in the public discussion.

ANOTHER DAY FOR A SUPERVISOR

Hey Al. Well I had a little excitement tonight on MAX. Myself and 2 other Supervisors were checking fares between Gateway and the PDX. We switched cars at Cascade Station heading towards Gateway. I ran across a guy that had expired MAX tickets and transfers. I could tell he usually pays. He looked but could not locate his day ticket that he told me he bought. The guy even showed me on his smart phone that there was an entry from his bank. He was very calm at all times. I was just handing him his citation and he instantly snapped and yelled "I don't have the money for this ticket!" The he proceded to vilently strike the left side of his head into the side window. After the third strike the window broke. Every strike after that the damage just got worse. The window was now very loose and bulged out 1.5 inches. The guy then calmed back down as though nothing had happened and stated over and over how sorry he was. The police were call and they came code 3. The guy was arrested and the train had to be taken out of service.

  • When you get to your bus and are out of sight of supervisors, take off your uniform shirts and insignias, instead,
  • Put on a simple ‘Pirate’ costume, a blowsy shirt with ruffles or cuffs, no words, but obviously ‘private’ personal attire, perhaps a bandana or three-corner hat, an eye-patch only when not driving the bus.
  • Accept no fare arguments, because when you are paid $12.50 per hour you will not think it worth the risk to come between people and their money.  I will NOT tell you to put the ‘out of order’ sign up on the fare box, or NOT to collect someone’s fare.  You could hold out your hand, and in a gruff, growling pirate’s voice ‘inform’ the passenger, “Argh, ye mate, we private pirates will make no argument if you refuse to pay your fare.”
  • If you have a disruptive passenger, handle it as though you were a private pirate employee only earning $12.50 per hour.  “Alas, ye scoundrels, we private pirates will not intervene when you disturb the other passengers.”
  • When you get asked for information, be cooperative, but say, “Growling Jim would say you could take the Line 9 bus, but a private pirate would not be inclined to answer your questions.”  Or, “Argh, ye highland cow, the time is 5:09, but a private pirate can tell the time by the sun in the sky if there’s no clouds.  Argh, in other words, don’t expect to have a timely system if it’s operated by private pirates!”

This term came into my vision a few days ago.
It struck me as an accurate way to describe the fascination with light rail development, since light rail is hugely expensive to build why the fixation on the continuation of this sort of planning?
The rest of the world has sought much more cost effective methods of providing transit services to the public, yet in America, boondoggles continue being the preferred choice of government.

After some investigation, the terms LIGHT RAIL INDUSTRIAL COMPLEX is a very accurate way to describe its continuing existence, even in the face of massive monetary shortages.

Light rail–industrial-congressional complex[1] (LRCC) is a concept commonly used to refer to policy and monetary relationships between legislators, transit districts, and the industrial base that supports them. These relationships include political contributions, political approval for light rail spending, lobbying to support bureaucracies, and beneficial legislation and oversight of the industry. It is a type of iron triangle.

TriMets Budget Woes, Part Duex

Ummm, so I get theres been a salary "freeze" & positions cut, however, Bonuses need to be cut. Your cutting service, your not doing a good job, no bonus. Also at least a 5-10% salary cut to non-exempt employees. You need to re-evaluate the amount of supervisors you have. If I see 2 or more shooting the bull at a transit center, I see resources that can be better used as operators. Also, theres doesn't seem to be a hiring freeze of non-exempt employees, that needs to be employed NOW!

MACFARLANE AND LIFT 'IN HOUSE'

I want to set the record straight as many of you have seen calls for TriMet to save money by bringing our LIFT paratransit service "in-house" and how it could save us $7 million. This couldn't be further from the truth. TriMet awards contracts for our LIFT service, and selects the contractor, after going through a highly competitive process which ensures that we not only get a contractor who can provide the service levels we need, but that they will do it as cost effectively as possible. TriMet currently contracts with First Transit for its LIFT paratransit service. Just so you know - most First Transit employees are ATU 757 members.
In 2008 TriMet and the ATU jointly requested a study about the impact of bringing LIFT operators in-house. The 2008 study by Lauka & Associates found labor costs for the contracted service to be $8.5 million annually compared to $16.1 million for labor costs if we used TriMet employees. The report also understates the cost if LIFT operations were brought in-house because it did not account for supervisory, dispatch and maintenance positions. The report also uses FY2005 data so the costs would be even higher as wages and benefit costs have increased since the report was completed. As TriMet faces a $17 million budget shortfall, and will need to raise fares and reduce service, we can't consider anything that would increase our operating costs.

PLEEEZE....

This morning, I rolled out an initial budget proposal to the Board and public that outlines fare increases and service cuts for the next fiscal year to help close a $17 million shortfall.  It is very possible that some of your customers may voice their unhappiness about these proposed changes. Amidst a difficult economy and tepid job market, the changes we propose may be a hardship for many of our customers.  In educating the public about our budget shortfall, I have had to acknowledge that our healthcare benefits for union employees and retirees are simply out of step with the rest of Oregon’s public sector and with transit agencies nationwide and that the ever increasing costs are having a significant impact on our budget.  I regret this public conversation may seem personal, so I want to assure you that I have the greatest respect for each of you who come to work every day and give your best.  

I look forward to the day when federal funding and payroll taxes returns to historical levels.  However, for now, we have a budget deadline and Oregon law that requires us to submit a balanced budget to the Board.  Without fare increases and service cuts the budget simply will not balance.

In the days ahead we will need to pull together, find common ground and solve this potential crisis.  I count on you to always do what’s best and you seldom disappoint.

Apparently the girls who administered the infamous Dec. 26 group smackdown on Tri-Met -- and whose mother was arrested for allegedly hiding them from police -- are arguing in The Skanner that the target of their violence provoked it:
Sandra Abiori, the grandmother of two of the teens, says the incident has been mischaracterized as a racist attack and, with the help of the media, blown out of proportion. "I’m not saying that the girls were in the right – they should never have hit anyone," she says. "The problem I have is that, here this girl opened her mouth and started a fight – and now my family has to face prison time?

Originally, I contacted Customer Service as directed by some people in the bullpen who were handing out brochures so we could familiarize ourselves with the new service proposals. They were encouraging us to contact Trimet with feedback (from our perspective as Operators) be it positive, negative, suggestions, concerns - whatever. I did and then received this e-mail in response. That's why I ended up posting my comments here.

We make only $25.14 an hour, lagging the best transit agencies in the country..

The top hourly salary for bus drivers at the Massachusetts Bay Transportation Authority in Boston leads the industry, at $30.18; while the Santa Clara Valley Transportation Authority in San Jose, Calif., pays bus operators with the most seniority $28.86 an hour, according to John A. TRIMET BACKPEDALS FROM MACFARLANES UNION BUSTING COMMENT TO MICHAEL ANDERSON

Update: TriMet spokeswoman Mary Fetsch says the above interpretation of McFarlane’s statement is “inaccurate” and that “it’s premature to say that’s our strategy.”
She says McFarlane’s comments about the no-strike rule, and its attempts to begin a debate about it in the legislature, should only be interpreted as comments about the slow advance of the current negotiation.
“Does TriMet have any interest in changing the strike law?” I asked.
“Our focus right now is to get this resolved,” Fetsch replied, referring to the ATU contract that’s been in negotiation for several years. “The focus is to have the legislature bring the ATU to the table to resolve this contentius contract.”
I asked Fetsch how the legislature would help bring the ATU to the table, if not through its implicit power to change the 2007 law requested by the union. Fetsch said “the union listens to the legislature and vice versa. … Obviously the legislature can reach out to the union to encourage that this long-delayed process move along.”
I said that in this context, it seemed that raising questions about the no-strike law are a tactic to bring the union to the table.
“We don’t have that tactic,” Fetsch said.

Once again rail safety compromised by Maintenace of way manager XXXX XXXXXX. XXXXX orders volume on crossing gongs turned down to appease an angry neighbor. This is on a crossing at Baseline Rd in Beaverton where there has already been 2 fatalies involving pedestrians. When advised by the signal Asst Supervisor that this would be a bad idea he was ordered to do it anyway. The asst supervisor then told xxxxx he had reported the demand to ODOT xxxxx demanded all the Asst. Supervisors correspondence be surrendered to him. Mr xxxxx failure of understanding the importance of not tweaking the design of rail safety appliances is an endangerment to both the public and Trimet employees

Neil rationalizes his unethical behavior


This morning, I rolled out an initial budget proposal to the Board and public that outlines fare increases and service cuts for the next fiscal year to help close a $17 million shortfall.  It is very possible that some of your customers may voice their unhappiness about these proposed changes. Amidst a difficult economy and tepid job market, the changes we propose may be a hardship for many of our customers.  In educating the public about our budget shortfall, I have had to acknowledge that our healthcare benefits for union employees and retirees are simply out of step with the rest of Oregon’s public sector and with transit agencies nationwide and that the ever increasing costs are having a significant impact on our budget.  I regret this public conversation may seem personal, so I want to assure you that I have the greatest respect for each of you who come to work every day and give your best. 

I look forward to the day when federal funding and payroll taxes returns to historical levels.  However, for now, we have a budget deadline and Oregon law that requires us to submit a balanced budget to the Board.  Without fare increases and service cuts the budget simply will not balance.

In the days ahead we will need to pull together, find common ground and solve this potential crisis.  I count on you to always do what’s best and you seldom disappoint.

PORTLAND -- A man told police he was attacked by three others about 6 a.m. Wednesday on a MAX train near the Rose Quarter.
The men knocked him to the ground and stole items from a backpack, said Sgt. Pete Simpson. The victim traveled on to the Portland State University MAX station where he met with officers.
The victim did not require medical attention, Simpson said.
One of the attackers was described as an African-American man in his mid-20s with some facial hair and wearing a dark blue FUBU-style ski jacket, dark blue beanie, and dark blue pants with a white, embroidered tribal design.

Eliminate the Free Rail Zone
 

Reconfigure 14 bus routes
Eliminate segments of routes that overlap with other routes. This maintains service to an area but requires more transfers on these bus lines: 6, 8, 9, 12, 16, 17, 47, 48, 67, 70, 77, 82, 87 and 89.

Change routing on 3 bus lines
Routes would be modified on lines 43, 45 and 94.

Eliminate bus trips with low ridership on 26 bus lines
This would result in service that begins later in the morning and/or ends earlier in the evening, and may include extended time between trips: 15, 18, 19, 22, 23, 24, 25, 30, 34, 36, 37, 38, 39, 43, 45, 50, 51, 53, 55, 59, 73, 85, 89, 92, 96 and 155.

Eliminate some weekend service with low ridership on 3 bus lines
This would result in all Saturday and/or Sunday service discontinued on lines 22, 32 and 73.

Reduce the frequency of all MAX service except during weekday rush hour

Adjust LIFT paratransit service boundary to match regular transit service

Reduce TriMet contribution to the Portland Streetcar
TriMet helps fund Portland Streetcar operations, and is proposing a $400,000 reduction in FY13 contribution. $400,000 is chump change

Pencil necks that generally don't ride/drive transit are in charge of this mess.
We have to wait to see what they actually do.

It's been my experience that Trimet ALWAYS OVERSTATES its cuts so when 
the final cuts are made it won't look so bad to the public.

The above is the customer service philosophy from a very successful organization.

Let's look at an example that occurred yesterday morning around 7:30am.
Due to our bungling unconnected management, there was a major problem getting the refurbished fare boxes going in the buses at Merlo garage.

That created a shortage of buses, runs were cancelled and people left stranded.

A 57 inbound had a full load of people heading off to work.
Some genius somewhere noticed that the route 46 was not going to get any bus this morning!
What did they do, they called the full bus 57 and instructed that operator to discharge his passengers at the next stop and proceed to do a route 46.

Approximately 50 people were discharged into a nowhere location somewhere on TV highway, basically left on the side of the road.
The bus did the 46 route, picking up about 7 people.
50 people sacrificed for 7.

THAT'S THE TRIMET WAY!

This policy is a firm message from TriMet: We don’t want you, families. We far prefer commuters — who already go only one-way and can pay more, who are choosing the bus for convenience and downtown parking prices, not because it is the only option — and the elderly, whose discounted fares won’t increase and who, TriMet’s spokesperson says, tend to travel farther. A day-long ticket for these travelers would only be $2.
Many of the bus drivers are wonderful and sweet to my children; many other riders, too, light up with smiles and stories when we come aboard. My children love to sit in the way-back of the bus, where the teenagers and the surliest of the bus riders usually sit. Rarely do I see those bubbly boys fail to coax a smile out of at least one of the frowny-faced riders. Often I am surprised at how welcome we feel. Always I am glad to give my children the opportunity to interact with adults of all sorts.
Sadly, TriMet’s leadership does not share this welcome, and would rather have me interact only with my own kind (other families in minivans and Volvos, I suppose).

A man got into a heated argument with a woman on bus 4 which turned violent.
 The woman had a baby in her arms which ended up getting hurt in the melee.
It took police 30 minutes to arrive at the scene.

Govenors office replies to MOW complaint


Governor Kitzahapers office responded saying he is forwarding my complaint to the states transportation manager to look and see if there is any area the state can help with. His liasion warned however that while Trimets board is picked by the governor it is operated more like a private company than a public agency.

Apparently there are signs posted throughout the transit center that say "NO SMOKING"
The signs don't say "no smoking within 10 ft of shelter", just NO SMOKING.
Why are those signs there if they are wrong?

I guess that depends on who are you are.
A rail operator called dispatch to let them know there was a man preaching a the Gresham Transit Center.
Dispatch told them there is nothing they can do about it.

So I guess that means that non transit use is allowed, unless your like a person who has no where to go, then non transit use is prohibited.
