Where your TriMet money goes.

Note how very little of it actually goes to...oh, you know, OPERATING A TRANSIT SYSTEM.

Jack Bog's Blog

HOW TRIMET CONS THE PUBLIC

We can see in this streetcar budget proposal the type of misinformation and intentional misleading of public opinion:

Contribution to the Streetcar is $9.3M, prior contribution was $6M. Initial planned contribution was $9.6M, the $300k difference has been portrayed by TriMet as a cut. OPAL seems to regard the Streetcar (and TriMet's contribution thereto) as a luxury item and a waste of money, and appears to skeptical of TriMet getting too much involved in getting into the land-use business, and appears to be opposed to some (if not all) of this subsidy. The increase is due to the upcoming opening of the Eastside Streetcar. TriMet's position is that its funding of the Streetcar is essentially the same amount of money that it would take to provide equivalent bus service on the route.

good point

@PDXtrimetrider Not all buses have passenger counters. Those that do don't necessarily have the same equipment. Bus 1627 doesn't have one.
@trimet then how can you be accurate when you say 51 doesn't have enough ridership, thus you can cut service? 1627 is a regular bus on 51?

Trimet dependent audit in process

This is a comment from someone who got one of the letters about this:

Anyone receive TRIMET Dependent Audit. DO SIGN WITHOUT READING. Here is letter I sent the union.
I have serious concerns on this latest TRIMET letter stating PARTICIPATION REQUIRED. The form they want me to sign is a NOT ELIGIBLE form. There is not place to state my dependents are eligible, they want us to sign a blank form that TRIMET that states By signing this form, I state that the above dependents for whom I have indicated removal do not meet Trimet Employee Benifits Plan dependent eligibility plan.
I am NOT signing a blank check for TRIMET to remove my dependents.
WHAT ARE YOU DOING TO FIRST INFORM OUR MEMBERS NOT TO SIGN THIS FORM AND SECOND TO TELL TRIMET TO TRY AGAIN WITH A FORM THAT STATES ELIGIBLE BOX AND NOT ELIGIBLE BOX...NOT JUST A NOT ELIGIBLE BOX!
And why are we having to reverify who our dependents are, isn't that done during Open Enrollment?

TriMet's Randy Stedman Hard at Work Earning Those Big Bucks By Sowing Confusion

Amalgamated Transit Union -Local 757

  • Stedman was hired to be a union buster. Other people applied for Stedman's position who have a history of working well with union employees. They didn't get the job, instead, TriMet's "management team" gave the job to Stedman. Probably because he brags on his resume that he was able to get a pro-union election overturned in the State of Washington. (See his resume, pages two and three.)
  • Mt. Hood Community College hired Stedman and found itself on the brink of a strike. Only after Stedman left the college did labor relations return to normal and a strike was averted.
  • Stedman played absolutely no role in bargaining for the TriMet contract so he hasn't a clue what happened or what has been proposed. Who is he really the mouthpiece for?
  • The Union has asked TriMet to clarify, in writing, its confusing unprofessional proposal language regarding pensions on numerous occasions and TriMet failed and refused to do so. Now Stedman has produced his letter. Since he has no role in the TriMet bargaining, is TriMet bound by his statements about the pension proposals? We're still waiting to hear from the authorized TriMet negotiators.
  • The figures on the Union's health insurance table were TriMet's own figures. For example, we used the numbers in TriMet's mailing to the employees for employee cost and the total premium charged the Union for health insurance as the total premium number since we have not been able to get consistently clear figures from TriMet. It appears Stedman is confused and must have rolled dental dental and other benefits into his figures - the parties bargained ONLY about health insurance premiums - not the other benefits. (See TriMet's mailing to employees and TriMet's billing to the Union.
  • As stated in the document, the current pension plan is $75+ per month for each year of service. TriMet's proposal is that all new hires will be put in a new 401(k) stock market-based plan probably of TriMet's choosing.
  • Stedman apparently failed to read the case the Union won since the $1000 was already in an offer made by the Union and that offer is in the evidence that went before ERB.
Bottom line: TriMet generates a confusing, unprofessional proposal, will not provide clear, accurate information, refuses to provide written clarification and then has its hired union-buster use company resources to complain. TriMet management's professionalism is at a new low...

Jarret Walker hits the nail on the head

Walker took some potshots at the U.S. streetcar revival, saying it focused on short lines, and that streetcar fervor may only stigmatize buses further. He noted that Portland is about to open another streetcar line while drastically slashing bus service.

WES Works, to your favorite Tigard High School sporting event!

WES Works!

Except...the nearest WES station is 1.5 miles away (in Tualatin, two miles to Tigard TC)...WES won't get you to any of the other games (Forest Grove, Hillsboro, Century High School in Beaverton, Newberg, McMinnville, or Grant High School in Portland, or Hayward Field in Eugene), or serve a number of these events occurring on a Saturday.

It's bad enough that TriMet doesn't even have a bus that serves Tigard High School (unless you count a bus stop 1/3rd of a mile away - which if applied equally to Neil McFarlane, would require him to use a bus stop on S.E. Powell or S.E. McLoughlin Boulevard and then walk to Center Street.)

NEIL MCFARLANE CLEARS UP THIS PENSION CONFUSION

Many of you have been asking about how TriMet is calculating union pensions. Let me first say - nothing has changed.
The pension for vested union employees is calculated at $75.15 per year of service. This has not changed and TriMet has not proposed to change or reduce it.
I thought you should know.

BUS DRIVERS IN A TRUE ACT OF SOLIDARITY

Action sees bus driver reinstated
Scores of bus drivers have abandoned their vehicles in Belfast city centre for around an hour in a bid to get a suspended colleague reinstated.
Union leaders hailed the action on Friday a success after receiving assurances that the Metro service driver had been allowed back to work. They also apologised for the inconvenience to passengers stranded during the late-morning protest. Bus operators Translink said the action was unofficial and unnecessary.
It is understood the driver was suspended over an incident involving the handle of the bus's manual ramp for disabled passengers. The driver's union said their member had been disciplined after allegedly breaking off the handle.

Confusion reigns

Well I attended the sign up and what ended up happening is that I ran into Sandy Guengrich and Jeff Ackerson and the conversation ended up being about the impending arbitration.
And what came out of those conversations is that if we LOSE this arbitration all of the current Trimet employees retirement will be based on $42/mo.
Research provided us with information that explains that the $42/mo was based on 1992 figures. According to a formula that amount has been increased each year since then.
However the sheet we received does not indicate that, which means either there is critical information missing from the union sheet or the company wants everybody to go back down to 1992 levels of pension.
Also I ran into Randy Steadman on the elevator and he told me that option 2 for the union is not an option and the time is up for final offers.
It's in the arbitrators hand, one or the other.
As usual Trimet says white/the union says black.
I didn't hang around for the sign up, I left it in Sandy Guengrich's hands.
I'm not sure if I am going to hang around with all the uncertainty.
--------------------------------------------------
I just got further information that Proves that Mr Steadman was wrong about the final offer two weeks before the final arbitration hearing. Why would he tell me that?

Passengers abandoned at Transit center

A driver friend of mine had an emergency the other night and couldn't complete the route. \The riders had to get off at a transit center. It was the last bus on that route of the night.
Trimet abandoned those riders, they were left stranded, no other bus came to pick them up.
This happens more than people know.
It's symbolizes the complete and total failure of Trimet as a reliable transit system

Of course I had better be careful and avoid getting anybody on video since I could be FIRED ON THE SPOT (or at least suspended) for violating the sacred rule. (I have personally witnessed dozens of other Trimet employee pictures/videos that are in violation but of course I am the only employee who actually gets in trouble for it, SOP for Trimet, persecute the people 'they' don't like look the the other way for the people 'they' do like)

The other reason I am going is to visit my favorite place HR (human resources) so I can find out the EXACT procedure for doing my retirement.

JUST AN AVERAGE DAY ON THE STREETS OF HANOI

Trimet activist H.B.

Dear Brothers and Sisters,
I found out some information from a third party concerning two cases of Hepatitis B, although I do not know the people involved it is not surprising that this possibly could occur on the “dirty buses/trains” that “we” occupy.  In one of the cases, I heard that one of the persons went to management and stated that they contracted it from their bus/train.  Management promptly told them that they would have to prove that they contracted it from their job.  The employee would have to take blood tests daily in order to get proof, other words, saying, “You” didn’t get it on the job.  In the long run our Brothers/ Sisters have to pony-up, and pay the extra expense that should be covered by an on-the-job injury.

MEET THE NEW BOARD-MUCH WORSE THAN THE OLD BOARD

Kitzhaber, nothing but a disappointment to the labor movement, has made clear where he stands.
The removal of the lone voice of dissent on the Trimet board means very bad things, for riders and employees.
We now have a completely corporatist board, a board of career technocrats and big money businessmen.
You know what that means, the 1% have completely taken over governance of Trimet.
And we have a general manager who who is a ruthless cutthroat career technocrat, living off tax payer subsidies for over 25 years.
Another government "servant" who will walk away from his government 'service' a millionaire with a pornographic pension just like Fred Hansen.

NOBODY REALLY KNOWS

The arbitration is close at hand.
But nobody really knows exactly what that means?
We know that if Mcfardumb wins, then our health insurance co pays are permanent, however what EXACTLY DOES THAT MEAN?
For example, are we employees and retirees going to have to pay for every single increase in coverage from this point on?
If that is indeed the case we are in big trouble because there is no way the health insurance costs are going to stay the same or go down, they will only go up.
This year it's costing $200 for employees with families on blue cross.
Next year that could go up to $400, the year after that $600 and so forth.
In other words, as the years tick by we will all be forced to abandon our decent health care for a substantially lesser version which will eat up our savings fast if we actually get sick, and the odds are bad when it comes to bus drivers staying healthy.

But what else does this contract represent?
It will take 20 years to get vested. (I think)

And what else? Well I don't know, and I don't know anybody else that knows.

In other words, us employees are totally in the dark as to what will really happen if we lose the arbitration.

That's the fault of our company and our union.
You expect the company to be downright unethical and sneaky about all this, but our union?
Our union has done a piss poor job of describing for us exactly what the ramifications are if the arbitrator rules against us.

ATU 757 MEMBERS TO VOTE

According to sources who were in attendance at the meeting ATU members will be getting a ballot in the mail.
The ballot is too ask members if they would like to offer some compromise in the upcoming arbitration.
Apparently the union can modify its presentation.

The two options will be
1-STATUS QUO
2-MEMBERS WILL MAKE SMALL CONTRIBUTIONS TO HEALTH INSURANCE AT A BETTER RATE THAN MCFARDUMB WANTS.

Option 2 is too show the arbitrator that union members are willing to 'give' in this situation.

I would vote option 2, because I think its reasonable to have employees pay part of the coverage, BUT, since Macfarvane has acted tyrannical, and if it appears we can put him in his place, I would vote for status quo.

Either the executives don't care, are too incompetent to figure out how to do it, or intentionally obstruct the public's access to this information.

CRIME TRAIN NEWS

(why citizens do not "get involved")

On Friday April 13, 2012, at 5:09 p.m., Portland Police officers assigned to North Precinct and the Transit Police Division were called to the 60th Avenue MAX Platform on the report of multiple people assaulting a man. Additional reports of shots fired were broadcast but ultimately determined to be incorrect. No shots were ever fired.

Officers arrived and learned that a group of 15-20 African American male teens were being loud on the eastbound MAX approaching 60th when the victim, a 57-year-old Danny Adamson, asked them to quiet down.

Some of the teens in the group began assaulting the victim and when the train stopped, the group of 15-20 got off the train and ran in various directions.

Officers stopped and identified several subjects in the area. Two males, ages 15 and 16, were arrested on charges connected with the disturbance.

Transit Police officers will be reviewing surveillance video from the train to identify additional suspects and to determine additional charges.

The victim did not require medical attention at the scene.

No video will be released at this time as it's an ongoing investigation.

TriMet fare increase? Hell no! (2008)

TriMet has always been run by people who would destroy any private business they would be given. They seem to have no idea how the retail world works, and while I adamantly oppose privatizing TriMet, I would like them to become a lot less stupid as guardians of this public resource.
Over the years — and I've been riding TriMet since 1981 — TriMet has responded to increased costs and insufficient ridership levels in two ways: raise fares and decrease service. Can you imagine a store tackling the same problems in the same way? Who is going to go to a store that increases its prices while offering fewer choices?
And if that were the only offense TriMet commits against the public it is meant to serve. Alas, it gets worse.

A TRANSIT DISTRICT THAT IS NOT AT WAR WITH ITS EMPLOYEES

BEN FRANKLIN TRANSIT WORKERS IN THE SAME BOAT AS TRIMET WORKERS

Ben Franklin Transit employees packed the board of directors meeting Thursday night to announce a vote of no confidence against the management and to suggest improvements.
Employees expressed concerns about transit managers averaging 5.8 percent wage increases during the past six years while drivers saw their pay increase by an average of just 2.7 percent.
They pointed out the wage disparity between drivers and their supervisors was 55.5 percent, while it was 83.3 percent between drivers and their managers and 155.5 percent between drivers and general manager Tim Fredrickson.
Employees said management issues have created the "worst morale among the workers in the history of Ben Franklin Transit" and called the transit "one of the most corrupt public agencies in the Tri-Cities

Creating a campaign of "fear" seems to be a transit executive trademark

Anybody else find it a little strange that Boston's MBTA and Portland's Trimet seem to be using identical strategies in dealing with the public?

MBTA Acting General Manager Jonathan Davis is to be commended for creating a brilliant fear campaign that worked.
As we predicted, the T “compromised” on its most draconian cuts, leaving people feeling more or less relieved by the lower level of butchery and money-grabbing that will happen.

ANOTHER REASON WHY TRIMET IS GOING BROKE

Here is one page from the summer sign up for full time operators. The 1st column on the left is the amount of hours that one run pays one operator.
A full time operator on a full time shift would appear as an "8" in the left column.
But as you can see, there is not one 8 hour shift there, every single shift pays more than 8 hours.
In other words, every single shift that is on this particular page has overtime programmed right into it.
How can an agency survive if they can't run services without paying $40 an hour to run it?
Just another example in the wealth of examples of an agency out of control.

TRIMET EXECS CHANGE NUMBERS AT THE DROP OF A HAT

Portland A-Foot has been covering the 'budget'  problem since the executives manufactured it.
This is from the blog:

Update, 3:19 p.m.: The Oregonian’s Joe Rose (who, unlike other mainstream outlets reporting on this, attended today’s hearing) has the first really solid story on the budget. If the union deal isn’t reached, it’ll open a new, $14 million hole – about half the size of the one TriMet closed, with great pain, last fall.
Update, 4/14: Rose writes below to say TriMet has a new estimate of the cost of keeping the current contract: $12 million, not $14 million. (A couple months ago, TriMet GM Neil McFarlane estimated the service impact at $10 million. I don’t know whether that was an earlier version of the same number, or a slightly different number.)

Now it's $17 million? Can we believe anything that comes out of Trimet management?

Trimet executives are not reliable in the reporting of budgets, they have proven over and over to distort facts to support whatever outcome they desire.
An outside independent audit of Trimet finances is an absolute necessity.

Absolutely fascinating how elimination of WES isn't even under consideration or debate. They'll prop that fucker up until we have one bus line that costs $10/trip, I imagine.
Try met would rather eat crow in a labor dispute where they look decent, than eliminate an OBVIOUS boondoggle. WES in another time and place, another economy, with Salem's participation, might be a really slick thing. But for now, it's a total drain on the rest of the system.
Ah well, it was once a pretty hip transit city. Gotta get those 1200 daily Wilsonites to the Beav and back at any cost, I suppose.

Rebirth of the 95X

Line 12-Barbur/Sandy Blvd

To help buses run closer to schedule and to improve efficiency, Line 12 would be changed so that it would run only between Tigard Transit Center and Parkrose/Sumner Transit Center. In Southwest, Line 94 would provide local service between Sherwood and Tigard in the off-peak hours, and during peak hours, would continue both local service to Tigard as well as express trips into Downtown Portland from Tigard.

Sounds like TriMet is just doing an about-face from 10 years ago, shutting down the 94 and bringing back the 95.  And didn't TriMet claim all these years that riders preferred the 94 over the 95?

At least TriMet is admitting (if so quietly) that cutting the 94 was an incredible mistake on its part, and that Tigard needs MORE - not less - service.

RA FONTES ON THE FINAL CUTS

What are significant are some of the things TriMet is not doing:
It's not walking away from WES:
Subsidies to WES are about the same as those to the 16 worst performing bus routes - and they carry twice as many riders. Yes, we'd have to pay back the feds and have all kinds of contractual and shutdown obligations, but we still should save millions over the remaining 17 years of the period that TriMet guaranteed WES operations.

Low-income riders uneasy about projected cuts in TriMet service

SP RED ELECTRIC

It must be nice that TriMet has a whole staff of people who sit around and do nothing but shop for light rail cars. Meanwhile, us bus riders get shafted in creaky old buses that break down regularly, and don't even ask for things like HVAC systems, PA systems, or even working destination signs so we know where the bloody bus is going.
Since TriMet argues that capital projects are paid for with a different budget, do these light rail car buyers get fired once they've made their purchase? If not, then they must be paid out of the general fund budget, so I'm proud that my annual pass dollars go to such wise payroll decisions, like paying someone a six figure salary to pick out the colors of a MAX seat.

TriMet grumblings and police to absorb human service cuts

TriMet, union grumble over retirement benefits
TriMet is crossing its axels in the hope that a proposal to put some limits on its union’s benefit plan for retirees will save a few dollars toward public fares.
TriMet is proposing to cut the transportation union’s so-called “jet-ski” provision that guarantees the recreational vehicle to all retired TriMet union members who can claim a connection to property within 50 miles of a traversable waterway.
TriMet estimates the adjustment to the union contract could save the public transit company $7 million over the next two years.
Union leadership has said TriMet can save the money elsewhere, and that the contract should be preserved so they can jet-ski on the weekends.
Advocates weighed in on the “jet-ski” provision, and on high salaries from TriMet leaders, saying consumers would pay the price. No one from either side listened, or cared.
Both TriMet and the union refused to comment on this story. It’s thought that both sides would comment soon, but for now, they were both out to lunch

THE HORRORS OF BEING A TRANSIT BUS DRIVER

The Amalgamated Transit Union Canadian Council takes serious issue with the discipline of a Mississauga bus driver who was suspended for 5 days by Mississauga Transit for taking time to use the washroom while on duty.
"This is a national issue which affects the health and safety of both our country's bus drivers, and the public at large", says Stan Dera, Director of the ATU's Canadian Council.
There are numerous studies which confirm that forcing an individual to wait an unreasonable amount of time to use the washroom has serious effects both in the short term and in the long term. In the short term, a driver's concentration is diminished, which endangers both the driver and the passengers on the vehicle. In the long term, there are significant medical consequences to the individual, including bladder damage and kidney disease.

Better start finding a new parking lot

The Oregon Department of Transportation, City of Portland and TriMet will be renovating the Barbur Transit Center to provide better storm water run-off. Construction will begin April 23 and is due to be completed in September.
During construction, up to 100 parking spaces at a time may be temporarily closed. The Tigard Park & Ride adjacent to Regal Cinemas at 74th & Pacific Hwy has available parking and is served by the Lines 12, 64 and 94.

Sound familiar?

the rank and file at the company didn’t much trust management or their union leaders (“They feel like pawns in the game and they no longer want to be part of it,” he told managers in a recorded session). That’s been a recurring problem for labour negotiations, with ATU 279 members twice in recent years rejecting tentative agreements on work scheduling and barring future strikes and lockouts — deals that the city and union leaders had hailed as breakthroughs.

MBTA RIDERS BRACE FOR CHANGES-LESSONS FOR PORTLAND

Bostonian's put up a good resistance effort, but we all know all the public meetings, hearings and all the online surveys are nothing but window dressing, the decisions are made behind closed doors without benefit of public input and then implemented after the "public show" has been completed. (public must be tricked into thinking that they actually matter)

However Boston, 10 times as large as Trimet, with a deficit 10 times larger than Trimet, has implemented a number of changes which TRIMET refuses to look at.

For example, charging riders on commuter rail substantially more, charging for parking at the various park and rides and several other items

Those of us that follow TriMet know that anything that threatens rail ridership is not going to be considered.

Trimet (Portland) has been selected by policy makers as its retail sales outlet, the place where people go and buy their rail boondoggles, or as I like to call it, SARDINE CAN TRANSIT,  pack in as many as possible. (and of course it's a big help to developers because it takes a mostly low income strata of citizens and sends them to the place that is selected to be on the line, be it factories or boxes that they can live in. Millions can be made in this process.)

The only people that pay for financial 'problems' (term used loosely as management problems only apply to employees and riders) are the bus riders via service cuts and all riders via fare increases.

The fare increases hurt the bus riders the most, for obvious reasons.

The interesting thing about Boston vs Trimet is how much cheaper it still is too ride the MBTA than Trimet, and that is after the fare increases. (very weird)

Both agencies used almost identical techniques in their attempts to manipulate the minds of the citizens. Obviously some form of collaboration exists between transit district executives.

South of Boston, riders cope with cuts in public transportation and higher fares - The Boston Globe

TRANSIT DISTRICT MIND GAMES

“They tricked us into thinking the 20 percent increase is OK, because there was talk of much bigger increases and service cuts,’’ said Heidi Kuczmeic, a Franklin resident who gets dropped off at her local train station every morning for her commute into Boston. (THEY PLAY THE SAME GAMES AT TRIMET)

Despite MBTA fare hikes, train commuters will still be riding the rails - The Boston Globe
