OPAL getting ready to change tactics

The $458 million budget for 2013 passed by the TriMet board of directors June 13 largely brushed aside an alternative budget from riders’ advocacy group OPAL Environmental Justice Oregon. OPAL president Jonathan Ostar says his organization will push for greater accountability by taking away the governor’s authority to appoint TriMet board members. Ostar says Metro, with its regionally elected council, should have that authority instead. Such a change would require an act of the Legislature. TriMet’s new budget raises fares, cuts services and ends the free rail zone Sept. 1. “I think there were some board members that came in with their minds made up, just ready to mail it in,” Ostar says....

Mechanical problems have interrupted service for TriMet’s WES Wilsonville-to-Beaverton commuter rail trains.
TriMet officials said just before 7 a.m. that shuttle buses would be used instead of the trains for the final runs of the morning commute.
WES carries passengers from Wilsonville through Tualatin and Tigard to the Beaverton Transit Center, where they can catch the westside MAX to either Portland or Hillsboro.

McFührer's tricks

Having watch McFüher since the day he got here, I am pretty sure he is setting up a major showdown with the unionized employees.


For example he is well aware that more 1/2 the bus drivers are new, less than 5 years. I would imagine that all these new drivers are "happy to have a job" with decent pay and whatever benefits he wants to give them. These newbies are not likely to shake the boat.


He has made the rest of us miserable for a reason, he wants all the seasoned employees out of here because he knows we won't put up with his nonsense.


This sets up a scenario where the majority of employees are all newbies who most likely will be to scared to strike.
McFührer then breaks the union and achieves the goal. He will be worshiped as a hero to the executive class

This is in preparation for the planned July 1 demolition of the
building in conjunction with PMLR construction along 17th Avenue.

Beginning June 14, the Advantis building and conference room will no
longer be available. Staff who use the building for meetings and
trainings have been advised to make alternate arrangements.

Between when the space is no longer available and the proposed
demolition date, there are some items that will be removed and some
asbestos safety precautions that will take place. The Portland Fire
Department will also be conducting some emergency training in the
space.

Let me be clear: The margin of President-Elect Hansen's victory over former incumbent Heintzman was all of 242 votes. Many of us have identified Mr. Heintzman as perpetuating the exclusive and secretive culture of our union's leadership history. Mr. Heintzman is responsible for gerrymandering our local and wasting the majority votes of my TriMet brothers and sisters.
I entered this race very late compared to President-Elect Hansen's announcement last fall. Since February 14th, I was able to raise a few hundred dollars and still fewer volunteers. My campaign simply ran out of funds. Once Ron Heintzman entered the competition on Nomination Day, my position became clear--split the votes, or be the "spoiler" for either one or the other.
I will contend that President-Elect Hansen won his narrow victory because of the positions he and I share about the established incumbency created by Former President Heintzman. I got, "Clobbered," NOT because of the ideals an principles I espoused in my campaign, but rather for want of funding and organization.
If I had elected to spend my own money on campaign posters, buttons, and junk mailings, like many candidates did, President-Elect Hansen's supporters would be calling me more names than just, "SPOILER!"

The culture and ethic of leadership within the organization has degraded to a level we never would have thought possible.

TriMet never intended to amend nor consider Opal's budget proposal. That became clear as
soon as Neil began his GM report.
The Board's action to transfer 1 million to "low income riders" was a planned placeholder and only marginalized poor people even more.
Opal did not want nor did they ever ask for funds to help "poor people." They and their work was focused on retaining affordable, stable and equitable bus/rail services for AlL PEOPLE.

Opal urged greater transparency and inclusiveness from TriMet and continuously stated their willingness to partner with TriMet to achieve those goals, together.

Neil wants to and will build new train systems. To achieve that, he surrounds himself with unqualified Operations managers that don't have the capacity nor abily to think on their own. He hires new Directors (with questionable or no resumes) to deal with the stuff he cannot..those Union workers and a labor contract that is getting in his way.
Neil and his management team choose to use the media to discuss the labor dispute which placed every front line worker in a vulnerable and difficult position with their riders and the public.
Neil and his management team broke the law; not once but twice.
TriMet has lost the very core of what it once was..an agency that was committed to upholding delivery of safe and reliable transit service to every citizen. An agency that valued and deeply respected it's workforce.

Opal members and ATU employees deserve appreciation for their courage and tenacity.

We EXPOSED TriMet, once and for all, as an unaccountable, disconnected agency that lacks transparency and opportunities for meaningful participation. Over the past six months, we have given TriMet every opportunity to act equitably and to meaningfully consider the ideas and needs of transit riders in their budgeting process. Yesterday's meeting was confirmation that the board is not responsive riders' needs, and that the agency does not genuinely want our engagement.

The board has had multiple opportunities to take action on an alternative budget that doesn't squeeze those of us that can least afford to pay. Instead, they took the easy way out, refusing to schedule an extra meeting to formally consider our Budget Alternative and engage in more meaningful dialogue about striking the right balance. The TriMet board failed us, and our Bus Riders Unite leadership understands what comes next: a fight to bring greater accountability and representation to the board. I am beginning to understand why nobody really is interested in watching or attending Trimet board meetings.
What a joke on the public they are, their little 'pretend' show, give the phony appearance of being 'public' when the opposite is the truth.

The general manager makes all the decisions, the show is scripted before they show up, so what's the point of watching that little circus. There is absolutely no transparency with any of it.

Yesterday was the PINNACLE in Trimet management hypocrisy.
"slick' boy Warner fooled lots of people, including me, into thinking the board meeting would be over at the conclusion of the public testimonies on the budget, and that it would be put off to a later date.

I come to find out after I had left the meeting that the sock puppets actually passed the horse shit budget.

This guy BRUCE WARNER is actually scary.

He is so smooth with his hypocrisy that he scares me.

But the coup de grace was making up excuses for the $111 million dollar bond and in the next breath voting to cut service and raise fares.

I KNEW I HEARD THIS AT THE BOARD MEETING

Looks like 'slick' Warner pulled a fast one on more than me yesterday.


While it may have looked like a done deal months ago, near the end of the meeting, board members and general counsel discussed the possibility of holding additional hearings to review an alternative budget proposal put forth by OPAL Environmental Justice, an advocacy group for transit riders which held a rally outside the meeting site across from TriMet's corporate office, in the former Advantis Credit Union building.

Ultimately, however, the board decided to approve its own earlier proposal – with one amendment, proposed by Consuelo Saragoza, that $1 million of the budget's $20 million contingency fund be set aside to investigate ways to mitigate the effects cuts would have on low-income and impoverished riders, including a policy and economic analysis around the effects of service cuts and fare increases.

What does it take to attend a TriMet board hearing?

I missed the action yesterday

When the public testimonies begin that signifies the end of the board meeting right?
Apparently not. I was substituting for Jason yesterday since Jason now has a actual job.
He ran out of storage space on his SD card and an elderly gentlemen was going on and on so I decided to book.
Little did I know that the board was about to vote on the budget. For some reason I was under the impression that the vote would not happen today.
I come to find out that they did vote and pretty much ignored OPAL's hard work.
( I knew that was going to happen of course)
OPAL members were enraged..KOIN has a good video of that.
The OPAL members gave some very impassioned presentation, about the best I have ever seen at the board meetings.
To bad it doesn't help.
The Trimet board is a board of sock puppets, might as well talk to a chair then talk to them.
They've already gotten their instructions from Mcfuher.  Mcfuher holds the power,  not the board.
They are useless completely.

Of course I ran into Mary at yesterdays board meeting and when we met she made a comment about having her picture on the TrimetScanner twitter feed.

A little later she said to me having her picture there makes it appear that the twitter feed is official Trimet sanctioned then she said "it will be removed"
Already having my dispatch library removed by Trimet I took her seriously and contacted Lane Jenson who is the person responsible for founding Trimet Scanner.
He removed the picture.
(I have no more interest in picking on Mary anymore, I pick on Neil now)

In early 2011, Dorian Maxwell decided he'd rather not set foot on a Muni bus. That's a decision thousands of fellow San Franciscans make every day — but in Maxwell's case, it loomed larger. He was a bus driver. And he couldn't help but observe that atop Coach No. 5427, the electric bus he was assigned, a 600-volt conducting wire was wrapped tightly with a jury-rigged application of what appeared to be black plastic garbage bags.
The Glad Bag bus did not go unnoticed by other drivers. "Plastic bags on the wires?" says one veteran operator with a laugh. "Oh, I've seen that one." Added another, "They were just the kind of bags you'd get at Safeway." Maxwell claims he refused to operate Coach 5427 several times, cementing a reputation as a "troublemaker." He has since been fired as a Muni driver, but the plastic atop the bus has outlasted him. "Those bags have been on that bus for about a year and a half," he says. "They are still on there now. I guarantee you that."

WOULD THEY INTENTIONALLY EVADE PUBLIC TESTIMONY?

The Trimet executives changed both the time and the place of its board meeting without proper public notice.
Have you noticed as I have that every-time something important is planned they move the meeting location and/or times?
Personally, I think its intentional.
Why did they change the time of this board meeting?
And what prompted them to change its location into a more obscure spot away from the beloved light rail lines.

TRIMET EXECUTIVES DECIDE TO DOUBLE THE "CONTIGENCY FUND"

One of the best arguments that OPAL has to make its point is the fact that our beloved executives have decided to DOUBLE the 'contingency fund' from $10 million to $20 million.
They want to cut the hell out of bus service, increase the fares for passengers at the same time they are hoarding cash!
This place operates on the corporate model and we as the public are in serious danger of losing our transit system completely.
The OPAL fight is the most important fight in the history of TRIMET.

Bus, Rail and LIFT Communications System and Bus Transfer printer: $34 million
New Buses: $23 million
Ticket Vending Machine and Bus Farebox Upgrade: $6.7 million
WES Positive Train Control: $3 million
Maintenance of Way Central Facility: $3.3 million
Estimated Costs of Issuance: $1 million
The resolution authorizing the borrowing will go down tomorrow morning.
