Dumpster full of new tire chains being thrown away at Center St.

Just think of what you can do with all those chains......!
How do we know they are "new" chains? and then, how do we know they are being "thrown away" (as opposed to being recycled?
Other Than its in a dumpster I guess we don't. Somebody of 'authority' have some other information we'd all love to see it.
