I see operators making announcements and supervisors guiding riders to buses when trains are unable to continue. And both <a href="http://content.govdelivery.com/accounts/ORTRIMET/bulletins/10a0e0c" rel="nofollow">this</a> and <a href="http://content.govdelivery.com/accounts/ORTRIMET/bulletins/108f7e3" rel="nofollow">this</a> service alert give bus alternatives for example.
