Well, he's also wrong. For example, he argues that gas taxes pay for roads (and in many places, they don't totally), but ignores things like oil defense and pollution clean-up that they don't pay for.
(Overall, I'd be fine if the Federal government never provided ANY transportation funding.)
Also, they did hand out goodies to bus riders (as well as MAX riders) when they first hit the 100 million rides-a-year mark.
