It seems like you're assuming that Portland metro of 1991 looked the same as it does today -- which is simply wrong. Washington county, for example, has grown from 300,000 to 500,000 residents since 1990.
No - this does not fully explain "life, the universe, and everything"; but I think that's one glaring fact that you really can't ignore before casting judgement.
