In my most paranoid moments I have often wondered whether the management long game is to reduce Trimet to rail only. The bus portion can be privatized and de-unionized (maybe a wholly owned subsidiary of RAZ?) That way you get rid of the part of Trimet with the most operational staff and most of the pesky problems(a living wage and benefits). Trimet then controls the mysterious, highly technical rail portion on which the public would find it hard to comment. Also, management of grandiose public works projects is so much more fun than ADA compliance problems.
