Things
went well with this testing. At one point we did put test train 9092
into the Fairplex pocket track; to allow the two in service trains
to pass westbound and then resumed the trip testing.

CTC buses
· CS staff/Ride
Guides covered two bus stops at CTC and Fuller Road temp stop
· Transition to re-route at 13:00
occurred as supervisor shift change was underway. One supervisor shuttled between Fuller & CTC to coordinate
the transition
o By
about 13:20 all buses that had been laying over at CTC were on the new route
· Bus
Operators coming into Fuller needed some guidance re: when to leave, where to layover, etc.
o They
appreciated having CS and Ops support
· Some MAX customers who
were just going to Town Center (i.e. they didn’t need buses) deboarded
at Fuller because they didn’t understand the announcement on the train
o They were offered option
of waiting for next southbound train, or boarding any bus at Fuller to get to Monterey side of the Town Center parking lot
· Most customers
reacted well to the change
o Veteran
customers who’d been caught in traffic in past years were glad we were trying something different
o Just a handful of upset customers
who didn’t see and/or understand the re-route message
· TVMs at
CTC were erratic: CS was equipped to sell fares and that was very helpful
· Transition
back to regular service was implemented prior to the 19:00 advertised time
o Required a bit of improvising
by CS staff (especially at Fuller) to make sure customers weren’t adversely impacted and were properly informed re: their best option for transferring to buses
· 238-RIDE call center reported
a noticeable drop in CTC-delay calls/comments compared to past years
Tree Lighting
· Transition to closed platforms
occurred shortly after 16:00; generally went smoothly
· Ride Guides
covered three platforms bordering the Square, re-directed customers to the open platforms.
· Rain kept crowd from forming
as early as in past years, making the bike rack set-up and closing of platforms easier.
· Solid presence
of TriMet staff and Police
· As crowds and traffic congestion
increased, police altered traffic patterns (e.g. no cars on Morrison west of SW 5th, no cars on SW 6th north of Taylor, cars on SW Yamhill could not turn on SW 6th)
· Despite
the steady rain, Square and surrounding sidewalks were very crowded, although not quite as much as other years
· Some risky pedestrian behavior
(e.g. darting in front of trains on Morrison) but most people complied with the safety instructions.
o Kudos to our new code enforcement
supervisors who were working their first Tree Lighting: they were very engaged and focused on safety throughout the event.
· Tree was
lit around 18:10 and there was a steady exit for the next 15-20 minutes.
o As previously
advised by police, trains and buses held a distance from the Square to allow pedestrians to exit en masse
· MAX Platforms
re-opened around 18:45
· Two to three
trains per platform cleared the crowd
Blazers
· As with past Blazer/Tree Lighting
evenings, we began fare sales early (15:30) to assist customers heading to both events
o Was
worthwhile and appreciated by customers
· No hardening
of Rose Quarter platforms
· But post-event code enforcement
staff on the eastbound platforms did randomly ask customers to show fare
o Was an effective way to
encourage payment and helped reinforce our “fares are required for all rides” message
· Most customers
remained in arena until end of the game
· Timing of trains worked well:
earlier delays from Tree Lighting and a brief auto-MAX collision at Lloyd Center did not seem to affect post-event service
· Westbound
extra was well timed and well used
· Eastbound
trains held a bit to help us make best use of that capacity
· Platforms were mostly clear by
21:50, exception being eastbound Red and Green customers who had 35 min service.
· Strong presence of Transit Police
and Homeland Security

My after action was sent yesterday to FE reports.
The SW corner worked great, no issues with most buses some had made a wrong turn in the lot, but all was well after they were re-instructed on the correct way to go. Did have some folks walking to the layover wanting to get on the buses, maybe a sign stating no passenger boarding, so the drivers can have a break.
The temporary sign on Monterey west didn't include line 71 but that was passed on to Tyler to fix, and arrows would be nice for bike racks sending the drivers the correct direction in the park and ride. This too I passed on to Tyler, maybe he can get these made up if we continue next month.
I had an issue with a driver at Otty on the left turn, the arrow was very dim and he sat thru 3 light cycles before I pulled up along side of his bus and asked what he was doing, he stated he was waiting for a green arrow, I told him it's dim and he needed to go on the next green light. No other operator seemed to have a issue after that, I did report it to Dispatch and they said it had been called in so hopefully it will get a new bulb.
Locked all the signage up at Clackamas TC cage area nearest the bus break room, along with the rubber based poles, didn't feel it safe to leave them out on the street for 3 weeks. Also Fuller Rd signage in porta potties locked up, pole and bike racks also gathered together and locked up.
All though I felt it was a good run thru for the future days of the busy mall traffic, today for me anyway (Sunday) was fairly light and the buses probably would have had little or no delay entering or exiting the mall.
I feel it went well for my one day not sure on the other's, I did hear there was an issue with the trains still announcing the buses not running at Clackamas until 9 pm on a previous day, from Don but I called Control east and central to insure they all were aware of the order being cancelled. And I asked Bart to stick around Fuller to insure no one was left there thinking that.
And all the code folks, supervisors as well as customer service did an outstanding job..
..............................................................................
I had heard that the night before the trains were making the announcements till almost 9pm, and people were be left at Fuller with no clue, so I called Control and had them cancel the train order and had one of the code folks stay at Fuller for a bit longer to make sure no stragglers were left behind.
Some of the buses needed to be instructed on which way to go once they arrived at Fuller, Signage such as ARROWS
Would be helpful for the last stage of this if it continues into the weeks leading up to Christmas
· Today was a slow day, the buses
probably could have used the mall with little delay, but with the next few weeks that the mall tends to pick up
the test run was probably a good thing. And gets most of us prepared
for the rush to the
mall that may have an impact on service and delays in weeks ahead.
Other than a few issues it went smoothly and no serious complains,
except a few operators grumbling about being taken out of the mall.
· Would
be nice to have had at least some signage with just large arrows telling buses which way
· They
turned and what driveway, some got lost in the maze but were not impacted very much.
· (4)
TURN LEFT
<------------ SIGNS NEEDED
· (2)
RIGHT TURN < ----------- SIGNS NEEDED
· For
the bike racks at Fuller Rd, maybe 3’ wide x 2’ high. Can be attached with zip
ties.
· I
will pass an email on to marketing group to see if we can get them for the rest of this and if it’s
decided we will not then no harm.
· We
locked all the racks up in one spot along with the rubber base pole,
A-Boards went into the porta potties, hopefully they stay until the end,
if not they will need to be removed before they are picked up.
· And
Clackamas signage and rubber base poles in locked cage area near bus operators shack.
· Only
one problem with the 71’s reroute, Regular to Monterey (westbound) and service temp stop at FS # 3 driveway…
They were left off of the signage that will need to be fixed for next time. And change the route to state
NS not FS Driveway # 3.
· And
having the porta-potties
at the SW corner where the buses were taking their breaks worked great,
I had heard they were supposed to be delivered to the NW corner of the
lot.
·
BUT
as far as the map (colored aerial map) they were set exactly where they
needed to be placed, and that was the SW corner of the lot nearest
Fuller Rd.

I worked the Fuller Road End. In the beginning I had a few confused Operators especially the ones from Powel. Several of these Operators stated there was no re-routes in their pouches. Once they all made a trip through things ran find. With the help of Annie we place some signage on cones telling the busses where to turn from the main roadway and then to turn into the layover. In the future we need (3) Lefts (1) to turn and head towards the MAX platform if they have passengers, (1) to turn left onto the main driveway (this prevents them from going forward and going into the main part of the lot) and (1) to turn left to go to the layover and (2) Rights (1) to turn off of the main drive and (1) to turn into the layover.
Many Operators were upset due to the re-route and the mall not being crowded. I just informed them that this was the decision that was made and that we were going to run it.
I had one 71 Operator state that she did not stop on Monterey due to not seeing her number on the signage. The Instructions stated to stop at the third driveway when it was the second driveway. For the future we will need to add (71) to the list of busses servicing these stops.
The method of running busses through the Fuller Road Park and Ride worked wonderful. As the busses turned off the main road, at the first right, I had them enter into the second driveway and then positioned their busses south. Then when the exited they just turned left and continued straight to the Bus Stop at the MAX Platform. This positioning was very efficient and worked

Several
pedestrians jaywalking and running in front of trains and busses. Not
enough personal to handle all situations for such a large area.
Traffic was
originally a problem until police blocked all roads leading to Pioneer
Square forcing traffic to turn early. This solved much of the
problems. Pedestrians
are all over the place and there is not much that can be done about
that. Several did run out in front of trains and busses, but because
the operators were moving their vehicles slowly through the area there
were no incidents. All things considered, things
went real smooth without too much of an effect on operations.

Stationed at 5th
& Morrison WB platform. Held trains until officers checked both
cars with dogs for security sweep. Once officers cleared and departed
consist, cleared Operators
to close doors and call signal. Instructed passengers and answered
questions regarding customer service issues. Also, helped to clear ROW
of traffic blocking trains so they could roll.

Used bike racks to close platform.
TPD on scene with bomb sniffing dogs.

Many attempting to avoid the crowd by trying to walk on the MAX tracks and in the Right of Way

I was at the fuller road stop for most of the time. For the most part things ran smoothly. We did have to change the routing of the busses in the parking lot at fuller park and ride from what was printed I had to verbally instruct several of the operators on how to proceed through the lot. The layover was moved to the south west corner of the lot so the busses would enter through the center gate turn right a the f9irst drive way the circle around to the left servicing the stop by the max platform the making a left in to the main drive way then a right in the second drive way then layover facing south in that parking lot. To leave the would just make a left and proceed to the bus stop by the max then left in to the main drive way and left fuller and regular. The only other problem that was encountered was some of the relief drivers had to go to Monterey to relive their busses because the 30 and 31 were not going to fuller when they were continuing on as a 30 or 31.(30 to 31 or 31 to 30) but I was able to help the operators figure it out and make it to their reliefs
