Supervisory reports

   RQ-Holladay platform hardening fare inspection approach
·     Lloyd was very busy, sales included customers heading to the Auto Show at Convention Center
o     TVMs there had intermittent issues with card transactions
·     We had an increase in the number of customers arriving at RQ without fare (154)
o     Prior recent games were in the 80-120 range
o     Sizable portion of the people coming from downtown without fare were visitors who were unaware that the Free Zone has ended
·     Police activity on the pre (fight on eastbound train that was called in quickly by inspection staff). One person arrested.
·     Game lasted 2:13.
·     High percentage remained inside as game wasn’t decided to final seconds
·     No Westbound extra service train (we knew that early in the evening and supervisor made provision for some standby buses)
o     Westbound platform was very full. First post-event train didn’t arrive for about 8-10 minutes, so crowd built up quickly. Absence of the extra was noticeable.
o     After three trains we offered the Sunset bus (10 minutes until next train). We only had about 15 people opt to take the bus.
o     Eventually a Willow train with a Hatfield close behind cleared the platform.
o     Most customers remained patient, although it take some coaxing to get people to move away from edge of the platform.
·     Northbound Yellow Line # 60 (due at 21:24) arrived as game had a few seconds remaining. Supervisor held it a few minutes and we were able to get a few dozen on board. Then extra service bus was sent to platform and left with a full standing load (50-60 people). When bus departed remaining customers had 17 minute wait.
·     Eastbound service was relatively easy. We have a large number of former Lloyd customers who now walk, and we’re seeing that reflected in the available capacity on eastbound trains.

Between pre- and post-event, there was at least one EB train at RQ that opened doors on the right side only, as if we were doing RQ platform hardening. This was confusing and frustrating for customers, like me, who were waiting to board the train.
  Deployed signs at the following locations by 4:45pm:
          Lloyd Center/NE 11th Ave         NE 7th Ave                                Convention Center
          Albina/Mississippi                     Old Town/Chinatown             Oak/SW 1st Ave          Yamhill District
     Began removing signs at 7:15pm with all removed by 8pm at locations except:
     Oak/SW 1st Ave.  These signs appear to have been moved or stolen.  If anyone knows their
     whereabouts, please let IDP know.

Pre-Event:
 
·     Instead of IRQ platform hardening, Annie had inspectors ride trains between Lloyd and downtown, mainly due to the damp, chilly weather.   I then chose to redeploy Billy from Albina/Mississippi to 1st & Yamhill.
·     Seemed to be more people prepared to buy fares, and fewer walking from Lloyd/7th.
·     TVMs were working at the locations we staffed.
·     Pedestrian/ bicyclist safety was managed well at RQ intersection by G4S and Rail Supervisor.

Post-Event at RQTC:  (Lauren had post-event off)
      Booth on W  
·     Some Blazer fans left before the game ended.  The Blazers beat Indiana by 20 points.
·     No platform hardening, but Beth had 3 code enforcers with her at IRQ (on the NB platform), and all were kept hopping there.  It would’ve been good to have 1-2 for the SB platform also.
·     MAX service met customer needs, and the WB extra service train was well timed at RQ.
·     Transit Police and G4S Security presence kept things safe & orderly.
·     Overall, pretty light activity and very manageable night.

  This was a very quite night as far as Blazer games go. There were not a lot of people without their fare, due to not knowing that the free rail zone was gone. I encountered three people who claimed to not know. The rest of the issues, were regular types of no fare issues. The crowd was smaller than usual for a Blazer game.

 No formal inspection due to holiday
·     CS staffing less than usual: used two field reps for early morning MLK Day bus schedule awareness at transit centers
·     Game was not as well attended as most, and that was reflected in the ridership. Also free parking at downtown and Lloyd meters.
·     Of sales locations in former Free Zone, Lloyd had the most customers who were unaware it has ended.
o     Everyone at NE 7th knew, about ten at Yamhill did not.
·     Had TVM issues at some of our pre-sales locations (Lloyd, NE 7th and Sunset).
·     Game was relatively quick 2:05
·     Most of the crowd remained until very end. Last second loss for the Blazers
·     Post-event service worked well, with eastbound supervisor holding trains until we filled them and westbound supervisor deploying the extra train in a very timely fashion
·     Some  post-event misbehavior required police and supervisor intervention
o     Two people who crossed chains to get to center platform were cited
o     Person who was smoking become argumentative and verbally abusive. He and two friends were excluded and not allowed to ride system home.

Limited inspection, riding between Lloyd and RQ some other places.. unknown..

Bus Supervisor assisted with bus movement and was there to assist others.

Two Rail sups used for EB and WB train movement, as well as district
 was pulled in other directions before and during the game with dead cars as issues.  He was there at the end for the EB loading of trains.

Customer service on hand for pre and post sales along the Lloyd and RQ alignment.

 on hand as well and G4S always helpful.

TPD showed up around 9:20pm.

Transit Police responded to an incident involving a young man on the WB platform who ended up being arrested for snatching his ID back from Larry and trying to hop the train, after smoking near the booth and ignoring requests (by both Annette & Larry) to put out his cigarette.
    A dry but super chilly night.
·     Annie served as Operations Lead for the IRQ platform hardening.
·     G4S Security provided fare sales oversight and managed intersection safety at RQTC.

Pre-Event: 


·     In addition to inspection at IRQ, there were 3 inspectors riding trains between Lloyd and RQ.
·     Most customers arriving at IRQ already had fares (at least NB). A few people said they were surprised to see TriMet staff checking fares there.
·     Lloyd was, by far, the busiest fare sales location.
(Most folks took MAX from there to RQ vs. choosing to walk this time.)
·     TVM Issues:
°     #81 at Yamhill -- not working intermittently, mainly when folks used credit cards.
°     #51 at Lloyd Center (EB) – out of service with a white screen.

Post-Event:


·     Ops Lead decided not to do formal inspection at either IRQ or RQTC. Just “load and go.”
·     Fans stayed until the end of game; the Blazers lost by 5.
·     Event broke around 9:25 pm.  MAX service was sufficient, despite the WB extra service train arriving to a nearly empty platform, as it didn’t come through until 9:50 pm.
·     NB Yellow Line Train #73 held from around 9:28-9:31 pm, allowing about 50 customers to board. The next train arrived at 9:43 pm to a pretty full NB platform, but customers seemed pleasant.

·     TVM issues at Lloyd, NE 7th & Yamhill on pre-event, and IRQ on the post.
·     Ridership seemed moderate, although game was announced as sold out.
o     Rose City Rollers roller derby at Coliseum overlapped with game. Appears they had a few thousand attend.
·     Lloyd & Yamhill had about three dozen people total who were unaware of end of Free Rail.
·     At stations such as Lloyd, NE 7th & Yamhill, we’re noticing more people who understand the need to buy fare, and who are aware that they’re likely to see inspectors on game nights.
·     Game lasted 2:19 (relatively long for a non-OT game).
·     Blazers had fallen behind and a fair number of customers departed. Then game became closer in final three minutes and that halted the flow of customers.
·     Game did not end in time for most northbound Yellow Line customers to board the 21:24 train.
o     Extra service bus was used to bridge the ensuing 35 minute gap. Timing was such that two buses could have been used. Customers who didn’t fit on the only bus had about a 22 minute wait for train.
·     Our WB extra was late getting in place, came through EB out of service around 21:25 (fortunately not many customers on platform at the time).
o     But because the game went a bit long, the train was able to come back west when we had a good crowd.
·     EB trains were generally held to allow us to fill them
o     EB Green @ 21:37 could have waited a bit longer. Had some Clackamas bound who just missed it and had to wait 30+ minutes.
·     Customers were generally well behaved, TPD presence on post-event was helpful as always.
o     They intervened for customer who continued smoking despite CS & G4S request to move.
·     Post-event fare sales were less than on nights we harden the platform, leading us to suspect some customers boarded without fare despite our announcements.

Good deployment of security resources. A few extra personnel would have been nice but everything worked out with the available staff.
Buses not adhering to the 5 mph speed restriction (AND STOPPING IF NECESSARY) pre & post game.  LOTS of peds ignoring crosswalk signals-buses have to be their eyes & ears.

Overall, a good event, even through the TORRENTIAL rain & wind. (and being soaked to the bone).

Could have used a few more G4S to block peds from bus movement..and the occasional train.  (They’ve done a “human chain” in the past-very effective) The help we did have from G4S was excellent.

Folks were not watching for trains or buses (as par for the course) but there were a few instances where buses were not doing their due diligence in maintaining 5 mph or below and stopping if necessary for ped traffic crossing in front of them.

There was one incident where a POV came in the TC from the north & turned around to head back north just short of the MAX tracks; just at the same time a bus was heading north crossing the MAX tracks & peds crossing the street in front of both the bus and car heading west to the RQ.  For a few moments, it didn’t look like anyone was watching for anyone-the bus didn’t slow or tap it’s horn, the car didn’t stop and the peds didn’t yield.  How no one got hit is still incredible. 

Very good help/cooperation from controller keeping me appraised of what trains were enroute (even before I could ask! -big help!)

Rally started in square about 1400 and they took off on the walk about 15:35, followed route and police were on hand to monitor traffic.  The route started and ended on the allotted time.  No issues to speak of.  G4S also helped with the route.  No buses or trains held that I could see.



Station agents had WCE5 not covered  OV1 in book). But I did have  to help assist as an extra 1030-1830.

·     ‘Ask Me’ volunteers supplements CS ranks and allowed good coverage in Lloyd-NE7th corridor, plus coverage at Square South (first we’ve done since Free Rail ended) and Yamhill District.
·     High percentage of arriving customers at Rose Quarter had their fare
·     Number with no fare (120) was an increase from previous game, but ridership was significantly higher than the previous game.
o     42 arrived westbound without fare. A dramatic improvement. It’s usually been at least 125.
o     78 arrived eastbound without fare. Higher than we usually see by about 10-15%.
·     Game lasted 2:24.
·     Blazers made dramatic comeback and won in the last few seconds. High percentage of the crowd remained until the end.
·     TPD presence on post-event was helpful.
·     Crowd was well behaved and prepared to show fares.
·     Post-event service went well. Although service begins to thin as we get closer to 22:15.
·     Supervisor held the 22:19 NB Yellow which arrived as the game ended. Service was about to go to 35 mins. We were able to get 150+ customers on board, then extra service bus was used for subsequent customers.
·     WB extra was used in the immediate exit and was very well used. Subsequent Willow, PSU and Hatfield trains followed in good order, and a very large westbound crowd was safely and efficiently on its way.
·     EB service had a brief delay when a track occupancy issue near Interstate needed to be resolved. When it was, our EB extra was the first train and it arrived to a very full platform. Subsequent service went well. Green and Red Line customers made it on their trains without an extended wait.----------------------------------------------------------------
  Rose Quarter-Holladay platform hardening fare inspection approach
·     Despite game being a sellout, ridership was noticeably less than Thursday’s sellout game against Miami
o     Ridership decline most likely explained by availability of free parking in Lloyd/Hollladay area on Sundays
·     CS concentrated pre-sales efforts in former Free Rail Zone
o     Encountered several dozen customers who were riding for first time since end of Free Zone and were unaware of the change. Some of those at Lloyd/NE 7th chose to walk
·     An increasing high percentage of customers arrived at Rose Quarter with fare
o     Inspectors sent 87 customers to buy Day tickets from us.
§     Best result thus far. Previous low was 120.
o     Season began with 400+ arriving without fare, gradually worked its way down to a range of 200-225 for several weeks. With the last series of games we’ve gotten it down in the low 100s.
·     Customers have mentioned the news media stories in the past week warning customers that we were stepping up enforcement.
·     Steady number of customers (200-300) are choosing to/from walk from Lloyd/NE 7th stations

Post-event
·     Game lasted 2:17.
·     Game remained close and a large portion of the crowd remained inside until the end
·     Being an early game, we did not have extra service trains.
·     Supervisors held trains to make best use of available capacity, and customers were able to make it through the inspection gates in time to board their trains.
·     Inspection effort went smoothly with most customers prepared to show their fares
·     As with the Miami game, we did have some new customers who appreciated the extra help buying tickets and directing them to platforms.
·     TPD presence on post-event was helpful
·     Only customers who had extended waits were EB Green customers (service was at 35 minutes and most waited about 25 minutes)

Needed a few more at MAX crossings for trains coming in & out platform on west side of Rose Quarter, but we sufficed with what we had.

Great operation this time!  Nothing of note.  Bus traffic did a great job keeping speeds low, trains slowed as prescribed coming into the platforms, all involved helped out getting gates set up & torn down, assignments went smoothly (best I could tell)…now unless you could do something about the wind chill…brrrrr!

Are there plans to get NRV 520 replaced?  Sometimes it’s a minor inconvenience, sometimes it’s a bit more…I believe we’re short two vehicles on the west side.  This concludes my soapbox presentation.  Thank you.

Overall a good night, except for being 28-30 degrees.  Quite unforgiving for folks standing out on platforms checking fares.. Another reason the need for a heavy coat..

Fare sales were brisk due to the fact of folks not having fares.  We wrote warnings to anyone who didn’t have a fare and gave the option once again on buying the fare after the fact.

Marketing came out an placed A Boards on the prior-platforms letting people know that fare was required, it sound like it will be an ongoing thing until we go to enforcement.

TPD showed up for post 2 units, and had one custody when we left.
