He questions why these 'contracts' that are awarded are so easily changed after the contract has been awarded. Fred makes a pretty good excuse for that but listen to his explanation closely. It's an extremely evasive answer. Then Mcfarlane is called to answer the question. His answer is completely non intelligible
What Fred said was that there has to be a good explanation for increasing the money paid. The contractor won't get more money to finish what is in the scope of the original contract. It has to be over and above that.
