At night,I would put the bike in the wheel chair space if the rack was full..I would always ask the riders if they objected to a bike inside if there was room.In 5 years,I never had one rider say no to the request.
There are some agencies out there that officially allow bikes to be secured like a mobility device. That can cause a problem if a person in a mobility device shows up, but it is possible to (safely) do.
