I know this for fact. It is one of the few things I actually know. There Is a cyber stalking law in Oregon but the Attorney General has chosen not to enforce it. They can pick and choose which laws to enforce. As I was told by the AG's office the best way to get a law moving is thru a murder or suicide.
TM cannot charge him with a law
  that does not exist. No contact does NOT cover the internet!!!
Unless things have changed recently which I'm not aware of.
