The response to things like that should be to ask whether or not they want citizens to be able to create demand in the economy, fuel businesses, and encourage job creation by having enough money to be able to buy goods and services, as well as be tax paying instead of tax draining and needing tax-funded social services just to get by.
Who negotiated those greedy contracts? Governor-appointed "managers"?
