What's really up with the CRC boondoggle

Throughout the CRC mess, the proponents have been the ones who want to keep the public from voting on light rail, and the opponents have wanted a vote, which suggests that the proponents know that Clark County voters would soundly reject light rail.
Dear Oregon legislators, you might do well to ask exactly why proponents are so keen to avoid public participation - as in a vote on any light rail project. Consider this, as well: all proponents, from Oregon governor Retread on down, have repeatedly characterized the CRC project as "a vital link of national importance between Canada and Mexico". However, were that the case, then the push should be to construct an expanded and enhanced highway bridge, rather than a light rail line:
A light rail line that connects Portland to a small part of Vancouver will not be part of a vital link between Canada and Mexico, neither of which enjoys a light rail connection to the Portland area.
So it should be obvious, given the above facts, that proponents are lying about the project. And there's usually only one reason for the deployment of such duplicitous tactics. Why, yes, money might well be involved.
