So much for the Tigard vote

In sum: the City can send out the mandated letters each year, but then they can send out other letters too, stating that they, personally, welcome their Tri-Met overlords. And as for those land-use regulations and stuff that those pesky plebians want to vote on, well, once Metro, Portland, and Tri-Met decide to ram lines through the area, the City can simply apply their existing regulations to the project.
And the City Council has the power to "interpret" the recently-passed ballot measure; giving them added leeway.
