I think this is specific to eastside improvements, TriMet has designated five regions (including the Southwest, which includes Tigard).
That said...TriMet's process to improve bus service is painfully slow, likely intentional to discourage all but the very few that TriMet actually wants to improve. Generally, one or two routes that will increase TriMet's "service to disadvantaged minority populations" so that TriMet doesn't catch flak with the FTA.
None of these are even remotely close to Tigard. Perhaps they've had enough of Erik and I?
