A 47-year-old unemployed man apparently saw an opportunity he couldn't resist: A 13-year-old girl riding a TriMet bus to school one morning this past January.
Jason Raynard Tomlin slid into the seat next to her and kissed her on the cheek. He asked the girl if she’d been to Victoria’s Secret before and if she was allowed to have sex.

That Jan. 23 encounter on a North Portland bus led to Tuesday, when Tomlin pleaded guilty to attempted first-degree sexual abuse for trying to subject a child under 14 to sexual contact. Multnomah County Circuit Judge Angel Lopez sentenced Tomlin to three years of probation, ordered him to undergo a sex-offender evaluation and possible treatment and to register as a sex offender.
Tomlin has already logged five months in jail since his March arrest. He could be released as early as today.
Tomlin originally had been accused of a second incident -- of making sexually explicit comments and rubbing the buttocks of a 14-year-old girl who waiting at a TriMet bus shelter at North Dekum Street and Durham Avenue on Feb. 6. The girl was on her way to school.
Deputy District Attorney Amanda Nadell said that based on new evidence, her office was dropping its pursuit of charges against Tomlin for the Feb. 6 incident. Nadell said she could not elaborate publicly about the new evidence.
As for the Jan. 23 encounter, the 13-year-old girl told authorities that after Tomlin, a stranger, kissed her on the cheek, she asked him what he was doing. But he just laughed.
The girl said she felt scared and trapped because the man had sat so close to her. She remembered that the No. 4 bus driver had addressed the man by his first name, Jason, when he had stepped onto the bus.
Based on that information, police interviewed the bus driver, who told police Jason’s full name. The girl picked Tomlin from a set of photos police showed her.
The incident happened near North Woolsey Avenue and Trenton Street.
As part of Tomlin’s sentence, the judge ordered that he have no contact with the girl or minors. Tomlin is not allowed to ride TriMet or the Portland Streetcar. The judge dismissed any fines associated with Tomlin’s conviction.
“I haven’t had a job for a while,” Tomlin said. “I’ve got health problems.”
The judge also dismissed a third-degree theft charge, alleging that Tomlin shoplifted from Winco, and a second-degree criminal trespassing charge, alleging that Tomlin entered the store when he’d already been banned for a previous shoplifting incident.
