Portland Streetcar decides to go with Personal Rapid Transit
Why Portland Streetcar would need one, is totally beyond me. My guess is there's someone in Streetcar Maintenance who is a foamer, and convinced the taxpayers to buy him a little toy to drive around.
But you can buy them for around $3,500. That one is probably closer to $5,000.

It's possible they use it move cars that are unable to move under their own power. Just like how WES has a trackmobile.
