WAS BRUCE HANSEN LYING WHEN HE SAID THIS TO THE TRIMET BOARD?
It has been proven that TriMet under estimates their income and over estimates their expenses. For example OPAL has done extensive research and TriMet under estimated their payroll taxes. OPAL testified "TriMet is already being very conservative with its underlying budget assumptions, namely the payroll tax growth rate and 10% reduction in federal funding". This is when they doubled the contingency fund from 10 million to 20 million to fund those infamous hidden raises. This is all public testimony.It is also my understanding that TriMet assumes that all new hires are paid at top rate, with all the new hires puts a large dollar amount on what their payroll expenses really are. This is all public knowledge and public testimony and there is so much more that TriMet assumes that paints the doom and gloom picture. I will go out on a limb and say the payroll taxes they assumed will be at a minimum 4% underestimated, just a guess however.
