Chris Day publishes an update

While doing my research for the bylaws change I have found in the International bylaws 14.4 where it does state that "All LUs shall conduct nominations in a timely fashion such that the election process (whether under the primary or plurality system) is completed no later than the twentyfifth (25th) of June".  My statement is still true about what it says in 14.1 but 14.4 does state that the election process must be completed no later than the twentyfifth (25th) of June. I do still feel and will show that a plurality system can be done with in the restrictions given.
