I'm pretty sure those organizations are sponsoring the opening festivities. Better than TriMet paying for everything.
Only two of those entities received a sizable portion of that funding.
Who knows where the connections reach. I bet trimet had put money into this. Of course all the trimet personnel spending time on this also counts
