As I've said before, they could make a simple program in which controllers or someone right next to them selects a pre-written disruption scenario and an alert is automatically sent to bus operators via CAD/AVL, Transit Tracker displays, Twitter, maybe Facebook, Web site, e-mail subscribers, managers, etc.
Bus dispatchers shouldn't have to remember to send a fleet message if they're busy trying to form the bus bridge.
