Doug Kelsey states that he doesn't follow court rulings and doesn't respect the rights of Trimet riders

How is it possible for Trimet to employ a general manager who doesn't respect the rule of law or the rights of Trimet riders? 

Well we know how don't we, Trimet is its own country and doesn't care about rule of law.
