Odd TriMet road relief pay proposal

TriMet's final contract offer contains a table of proposed road relief pay for different relief locations. However, some of them do not seem to make sense.

Note: In all images, the first column is for travel from/to Center Garage, the second for Powell Garage, and the third for Merlo Garage.

SW Alder & 2nd is only three blocks from SW Alder & 5th, yet pay is up to $1 less:

SW Oak & 3rd is only two blocks away from SW Oak & 5th yet pay is up to $1 more:

SW Burnside & 4th is up to $1 more than SW Burnside & 5th one block away:

Likewise for SW Morrison & 5th and SW Morrison/6th:

SW Main & 4th is only one block away from both SW Madison & 4th and SW Main & 5th, yet is up to $1 more than those:

Neither SE Salmon & 4th, SE Salmon & 5th nor SE Stark & 5th exist (the equivalent of 4th on the east side is MLK Blvd and 5th is Grand Ave):

You can get road relief pay even when the relief is at the garage:

I think one of these MAX relief points must be the SW 11th turn around and the other the "Double Tree" spur on NE 11th, but it should be clarified which one is which:

Lastly, the pay for Portland Streetcar reliefs at either PSU or OMSI is the same, yet OMSI is a lot farther than PSU from their yard:
