OK, first its apparent they have some serious rocket scientists there doing the demo. THEY are supposed to provide: flaggers for the trains, clear and concise communication to the construction (or in this case-destruction) crew to STOP their work when a train comes through. As for the voice over saying the operator of train 317 should get into trouble for stopping...respectfully speaking but that's your ignorance of how the system really works speaking.
The operator HAS to stop, even if he doesn't open his doors (which he didn't) because he has to call his signals to get to the next stop at the Rose Quarter. If he just drives thru, he will "trip", causing his train to stop suddenly AND the tracks in front of him could likely NOT be set for him, so yeah..he HAS to stop. But the flagger who HAS been briefed by TriMet is supposed to get all construction traffic stopped until the train clears if there is a possible hazard to the train or flag the train to stop prior to the work being done.
So...the train operator WAS IN FACT doing their job.
