$1.5 BILLION AND THE LAST TWO TRIPS ON THE ORANGE LINE WILL BE BY BUS
The Trimet orange line is such a joke that the last 2 trips will be run by BUSES

The issue is that trains going to Milwaukie must then travel all the way back to and through downtown Portland and then back to Ruby Jct yard in Gresham. A bus just has to go to Center Garage (they'll actually continue out to Clackamas CC first). Besides the cost, by the time trains get onto the Blue Line at Rose Quarter, it would probably be cutting into the time the system can be shut down for maintenance.
Two other things: The "Orange Night Bus" name sounds European or Asian.
According to the map, it (and other buses) will not use the new bridge during snow. Either they don't want to spend the money to keep it clear for the occasional buses or they're worried about trains getting blocked. http://trimet.org/alerts/service-change/2015fall/maps/291.pdf
