We have the same thing here in Salt Lake City, we call it the free fare zone. In the general downtown area you can hop on bus or lightrail and ride 5 city blocks for free. This is also an invitation for the citys homeless population to come on the bus and then "accidentally" pull the cord to get off within the zone so now they get a free ride. All of these manipulators of like take advantage of this and we as bus drivers are so sick of it. So our new CEO has been in negotiations with the mayor as to getting rid of the free fare zone and the homeless are all up in arms about it saying how this is going to be so detrimental to them. I dont know in your system this was a big welcome sign being turned off to Portlands homeless but we cannot wait for the welcome mat be pulled out from these leeches because they definately have worn out their welcome.

This fareless square (okay, well now called the 'free rail zone') just needs to be gotten rid of.
First of first, you can't ride buses fareless any longer, so why rail?
I could go into a long rant, but I presume I'd just bore you.
Overall, fareless square just needs to be banished because it makes it unequal between modes of transport and is a perfect ticket for people to fare evade.
