The United States Federal government is the poster child for reckless spending.
The entire MLR project is an example of wasteful special interest spending and here is its trophy.

It will result in many buses (Line 9, 19, 31, 32, 33, 99 and deadheading ones) no longer using the Hawthorne and Ross Island Bridges and McLoughlin, as well as cars of drivers who decide to take transit or bike instead.
Not necessarily saying that's worth the amount of money being spent on the project, but it is something.
None of that helps traffic congestion in the city of Portland
