OH BOY-ANOTHER SHELTER HIT BY THE BUS STICKER MAN (or woman)
Plot Twist: The shelter sticker man is actually Al M, who is taking these photographs after he applies the stickers. THAT is why he gets close zoom ins and uses paint to erase stop ID numbers. He doesn't want to be tracked.

*paint as in MS Paint, not actual paint, unless he uses actual paint, in which case I tip my fedora to him.
