It's not clear just how many masks the $1.44M gets. The resolution says that the contract is for 5 years and that "TriMet is only obligated to purchase 2,000,000 masks during the first contract year", with no details on what the price includes for later years, or if it includes additional ones in the first year that TriMet has the option to purchase.
