The Only Way anybody gets deep into debt is because they live or operate beyond their means. What we have is an out of control municipalitie who knowingly signed a contract that will eventually cause them to file bankruptcy, that being said, this is what municipal panic looks like. Either metro takes control of Trimet or Trimet gets dissolved and becomes privatized.

TM is shamefully mismanaged even though it is top heavy with managers. The present regime hires managers and directors like they grown on trees.I know of some union depts. that have been the same sized work force since 1994, even thought the work they are responsible for has quadrupled.
Private contractors that do business with TM often do shoddy work or take the money and disappear when work isn't even completed. TM employees end up fixing the mess. Sometimes contractors are paid over their contract because nobody is guarding the hen house and managing the contracts.

Transit and passenger service historically is not a money making venture. It is a service that will never pay for itself.Privatization will make money for a select few, but the customer will still get screwed.
Here in P-town Transit is more of a real estate development company than an efficient way to commute. The present regime is writing checks for a shopping spree they can't afford and blaming their workers for all their problems. When the economy gets better, TM will have a hard time getting anyone to qualify ( class B CDL) to drive their equipment when you start part time with split shifts for a crappy wage. TM has a lot of workers that work a lot of overtime and seemingly make CEO wages. OT is the domain of management. They don't work OT unless authorized by management.TM's problem is not their unionized workers, it is the out of control spending and waste of the Regime.
