India says animals have rights of compensation in road accidents
The husband of a friend of mine was driving around a corner on a dark road in Colorado when all of a sudden a cow was standing in the middle of the road.
Truck was totalled, cow was dead.
It was found to be my friend's husband's "fault" and he had to pay for the cow. Why? Open range law. Cow had a right to be there.
Fortunately for Portland Metro residents, both Multnomah and Clackamas (!!) Counties are "Livestock District" counties, in which a livestock owner is required to fence in their stock. But Columbia, Washington, Yamhill and Marion Counties have both "open range" and "livestock districts", meaning if you drive out that direction and see a cow standing in the middle of the road - that cow has rights.
