There is NOTHING like a streetcar
The streetcar project’s primary purpose
is as an economic development tool, city officials say, by spurring
investment in the nearly 500 vacant and dilapidated properties along its
route.
Simply rebuilding the street (and that's only for asthetic purposes, not functional and can be omitted) and using electric trolleybuses would provide 100% of the benefit, but only 1/3rd of the cost or less.
There's a reason Seattle has much higher transit ridership than Portland, and anytime there is talk of retiring the trolleybuses that the public goes in an uproar...and they are talking about replacing their 12 year old trolleybuses.
